Much of this information is taken from the first chapter of R. Paterson, M. Band, et al, International Trade and Investment Law. It is written by J. Finlàyson and is an excellent, concise survey of Canada in the international trading system.

In February to June 1976, Canada negotiated and concluded a framework agreement with the European Community (The Framework Agreement on Commercial and Economic Co-operation, July 6, 1976. Can. T. S. 1976 (No. 35)), hoping thereby to increase its trade with the EEC and lessen its reliance on trade with the United States.

S.C. 1973–74, c. 46.

Opposition to the FTA failed to carry the day only because it was split and could not win in a first-past-the-post electoral system. David Peterson, premier of the province most likely to gain the most from free trade over the long run, also opposed the FTA, as did, perhaps more understandably, organized labour in Canada.

Much of this critique draws on previous work by the authors. See Hutton, S. and Trebilcock, M.
