2 Happily, economists Gary Hufbauer, Kimberly Elliott and Jeffrey Schott are filling the breach in their recently updated study, Economic Sanctions Reconsidered (1990), published by the Institute for International Economics. They concluded that export embargoes can and do work, and that the Iraqi embargo was quite promising.
