The threat to sustainability posed byglobal economic integration and the surging interest in local and regional food systems provide an opportunity to unite the diverse constituencies of the sustainable agriculture movement behind a common political and economic agenda. Neither the campaign to influence the Farm Bill nor a romantic vision of bygone agrarian communities are sufficient to broaden the movement's existing political base and deepen its influence. This paper suggests an alternative approach: grassroots organizing guided by the vision of “community-controlled economic development.” Theory linking this new paradigm in local economic development to sustainable agriculture is presented, along with practical examples from innovative networks promoted by the California Alliance for Sustainable Agriculture (CASA). I analyze the experience of CASA organizations, both separately and as an alliance, to illuminate how a strategic vision of community-controlled economic development can enable the movement to meet three difficult political challenges: holding power accountable; unifying environmental and social agendas; and developing strong leadership accountable to the movement's community base.

A 294-acre Pennsylvania crop and livestock farm was modeled under alternative management practices using linear programming. The management practices included conventional, organic, and no-till production, with and without the use of overseeding and cover crops. For each of the management practices, soil erosion was estimated using the Universal Soil Loss Equation. Profitability was compared across the options with and without constraints on soil erosion. Prior to constraining soil erosion, no-till was found to be the most profitable option. The conventional option was next most profitable, followed closely by the organic option. The use of cover crops or overseeding was found to be unprofitable when high levels of soil erosion were allowed. When soil erosion was constrained, the relative profitability of the options changed. It was found that practices that can control erosion with the least reduction in the intensity of rotation, such as planting cover crops, overseeding and no-till, are the most profitable options when soil is constrained to below 5 tons per acre. No-till remained the most profitable option at low levels of soil erosion. The economic advantage of conventional over organic production diminished as soil erosion was constrained. Below 5 tons per acre of soil erosion, the organic system became more profitable than the conventional system. It was found that use of overseeding or cover crops makes a more profitable rotation possible at low levels of soil erosion.

Labor requirements, production costs, yields, and economic returns were evaluated for conventional and reduced-chemical cropping systems in northeast Iowa from 1978 to 1989. Continuous corn (C-C) and corn-soybean (C-Sb) rotations represented the conventional system; a corn-oat-meadow (C-O-M) rotation represented the reducedchemical system. The C-C and C-Sb rotations used both commercial pesticides and fertilizers. The C-O-M rotation used manure for fertilization and applied pesticides only in emergencies. Operations for all systems were implemented by one farm manager. The C-Sb rotation had the highest corn yield over the 12-year period, and the C-O-M rotation the lowest. The corn within the C-O-M rotation, however, produced the second highest average return to land, labor, and management. With costs of production substantially lower than the conventional systems, the C-O-M corn crop had competitive returns despite lower yield. The C-Sb average return to land, labor, and management was significantly higher than for the other systems. Hourly labor charges of $4, $10, $20, and $50 had little effect on the rankings of economic returns. Because of unusually high alfalfa reseeding costs and low average oat yields, returns to the C-O-M rotation were significantly lower than C-Sb but comparable to C-C. With better alfalfa establishment and higher average oat yields, the reduced-chemical system might have been competitive with the C-Sb conventional system.

A key element of sustainable land management is maintenance of soil quality. We designed this study to compare the impact of land use and landform on soil quality attributes that vary at the plot level, or fine scale, using a framework that can be applied in many settings. The research site for this case study was a small catchment in the hillsides of central Honduras where farmers manage a variety of land uses. Fourteen biological, physical, and chemical attributes that affect the ability of a soil to perform key functions related to supporting plant growth were measured and scored. Samples from 20 sites represented different combinations of landform and land use. Quantitative analysis revealed that land use had a greater influence on soil quality than did landform. Soil organic carbon, texture, A horizon thickness, pH, structure, and bulk density accounted for the greatest differences among landform and land use units. Using weighted and additive combinations of the scored attributes to approximate soil quality functions, irrigated agriculture was judged to be the least sustainable land use, and coffee groves and forest patches were the most sustainable. The final soil quality values were sensitive to the weights and attributes chosen for a given function, and additional testing and evaluation were recommended.

Low external-input agriculture seeks to optimize interactions between species that permit processes at the ecological community level to shift inputs away from nonrenewable or synthetic sources. This goal can be reached through the study of the ecological basis of an array of plant-plant and plant-insect interactions, especially in intercropping systems where particular plant mixtures are of benefit to the entire crop community. These polyculture systems can be managed for nutrient cycling efficiency and pest and disease regulation using knowledge of multi-trophic level interactions and application of recent developments in mutualism and competition theory. A mechanistic model of additive and removal reactions on the environment is proposed as a means of studying species interactions.

Traditional agricultural systems are increasingly being recognized as important examples of ecologically sustainable production methods and as such deserve agroecological attention. In a study of terrace agriculture in Tlaxcala, Mexico, the authors identify several management features which have been used for as long as three thousand years. The theoretical approach employs the notion of open versus closed agroecosystems for examining soil and water management, species diversity, and nutrient cycling. In the traditional system, conservation of existing resources is the distinctive feature whereas, with modern techniques, the emphasis is on replacement. The most distinctive feature of the Tlaxcalan agroecosystem is the terrace/cajete complex which serves to contain heavy downpours and trap eroded soil, ensures diversity of plant species, and traps and concentrates nutrients. The functioning of this traditional system is endangered by new management strategies that have responded to external political, economic and social pressures for change. This article discusses the ecological repercussions of these new practices and suggests ways that appropriate elements may be integrated to promote the sustainability of food production.

Cereal rye is an effective winter cover crop because it accumulates residual soil N and reduces nitrate leaching. Wheat, barley, and triticale are alternative winter small grain species that may be managed as winter cover crops and yet produce marketable commodities. The objectives of this research were to evaluate N recovery capacity and grain yields of wheat, barley, triticale, and cereal rye grown as winter cover crops. Field plots established in 1996 and 1997 at two different locations on Maryland's mid-Atlantic Coastal Plain were amended with annual spring applications of four rates of broiler litter in a randomized complete block design with four replications. Each manure rate plot was divided into four subplots by planting four winter small grain cover crops: wheat, barley, triticale, and cereal rye. Rye cover crop treatments were killed with herbicide when the plants were 30 to 50 cm tall, while the wheat, barley, and triticale treatments continued to grow until grain maturity. Barley, rye, triticale, and wheat cover crops exhibited similar capacities to accumulate soil N, and therefore, reduce the potential for NO3—N leaching to groundwater. At the time of rye kill-down, aerial biomass N accumulation ranged from 11 to 112 kg N ha−1 and soil NO3—N levels were low (<1.5 mg NO3—N kg−1) and relatively uniform across treatments. Average barley, triticale, and wheat grain yields increased with previous broiler litter application rate and initial soil NO3—N concentration. Potential income derived from the grain and straw produced could partially or completely offset cover crop production costs.

Diseases continue to be important constraints in wheat and barley conservation cropping systems in the semiarid Pacific Northwest. Several diseases are more damaging in highthan low-residue seedbeds, and in crops planted during early autumn to reduce soil erosion during winter, especially unirrigated winter wheat in rotation with summer fallow in low rainfall zones (250–400 mm). Changes in cropping systems in the region have made disease management and maintenance of yield goals and farm profitability more challenging because disease management often is more complex and expensive with conservation tillage than inversion tillage. Practices being developed to meet this challenge are reviewed for diseases that are particularly trouble some in conservation farming systems of the Pacific Northwest.

Farmer involvement in agricultural research is limited by inadequate funding, institutional policies and hierarchies, disciplinary specialization, and incompatible personalities. Additional barriers include academic emphasis on carefully controlled experiments, research priorities driven by personal interest, and farmers' reluctance to disclose trade secrets. Priorities for research conducted with public funds should be identified through a democratic process involving representatives from all sectors of agriculture. A broad, multidisciplinary, systems approach to agricultural research is needed; and farmers and researchers should consider long-term implications of projects. Better balance needs to be achieved between basic and applied research, and both should encourage innovation within the context of democratically determined research priorities. Opportunities abound for involving farmers in research as providers and recipients of information, as participants in determining priorities and ensuring practicality of methods, as collaborators and/or subjects for on-farm investigations, and as project evaluators. Farmers also need to take more initiative in getting involved in the political processes that set the stage for agricultural research.

CASST™ herbicide (Alternaria cassiae,) has been shown to be an effective biological control agent for sicklepod ("Cassia obtusifolia LJ, coffee senna ("Cassia occidentalis L.) and showy crotalaria ("Crotalaria spectabilis Roth). Current research has shown the potential of this mycoherbicide for use both alone and integrated with other herbicides as an effective commercial control measure for these troublesome weeds.

The Illinois Soil Quality Initiative (ISQI) is a multidisciplinary effort to develop accurate, practical, and meaningful measures of soil characteristics that farmers can incorporate in strategies to sustain soil resources over the long term. We discuss how the project integrates soils and social research and involves farmers and others in guiding its research activities. A board of farmers, farm managers and conservation agency personnel and a panel of soil scientists, agronomists, and social scientists established ISQI's goals and monitors its progress. ISQI technical staff gather data at 35 participating farms to assess the accuracy and practicality of several measures of physical, chemical, and biological characteristics of soils under varying tillage and environmental conditions. They communicate findings to farmers and the ISQI board through regional farmer meetings, a project newsletter, and statewide conferences. Participating farmers assess the measures' meaningfulness and practicality, suggest strategies for communicating soil quality information, and recommend new directions for research. These observations have been made at the end of ISQI's first year: definitions of and beliefs about soil quality vary widely, making it inadvisable to think of “soil quality” as a single, inclusive concept; farmers and other land managers want to understand better the relationships among soil qualities, productivity, and sustainability, and to ham how to enhance their soils' structural and biological characteristics; soil quality measures must be accompanied by research and education on how soil qualities are affected by management practices or systems and how they affect yields and the environment; many farmers are only mildly interested in self-administered soil quality measures, preferring instead to purchase such data from commercial sources.

Extended grazing is a management system in which the usual grazing season is lengthened by utilization of hay fields for pasture. Extended grazing systems are a low-input alternative to conventional systems to the extent that they decrease the reliance on inputs such as machinery and energy to harvest forage. Substituting pasturing for harvested forage can therefore potentially decrease production costs and enhance the profitability of livestock production. However, the farm-level economic impacts of such a substitution are not well known. This analysis quantifies these impacts for beef cow/calf production. Specifying alternative meadow management systems for different grasses and using an economic-engineering approach, we have found that extended grazing can be a more profitable option for cow/calf production. Other findings suggest that, in an extended grazing system, the type of meadow, the hay baling method and the associated hay spoilage level also have important effects on production costs and profitability.

Spring milling wheat (Triticum aestivum L em. Thell) and soybean (Glycine max L.) cultivars were managed to International Organic Certification Standards on two organically certified farms to evaluate two physical weed control methods, cultivar performance and quality. Nutrients were supplied as manure and compost. There was no difference (P<0.05) between flaming plus fingerweeding versus fingerweeding twice, 10 days apart, on weed control, yield, and protein in both crops. The spring wheat cultivar, AC Barrie, may be particularly well suited to production under an organic system, as indicated by its superior performance to AC Walton at the Springfield site in 2000, when growth conditions were favorable. A severe drought in 2001 limited the mineralization of soil and manure nitrogen, with the result that all spring wheat cultivars at the Springfield site did not make 13.5% grain protein, required to meet milling quality criteria. Also, in 2001 at both sites, soybean yields were reduced by 50% compared to 2000 because of reduced moisture availability and weed competition. Delays in field operations, lack of sufficient soil moisture and reduced mineralization of manure during the 2001 growing season were major factors in influencing crop production, especially at Springfield.

The formation of crusts or seals at the soil surface is exceedingly important in determining how much rainfall infiltrates into the soil and how much runs off, causing soil erosion. This paper explores the processes involved in the formation of crusts, such as raindrop impact and clay dispersion, to formulate a picture of the mechanisms involved. We discuss the major consequences of crusting, namely, runoff, erosion, and impaired seedling emergence, and present strategies to reduce soil degradation. Examples are offered from many parts of the world.

Livestock production and manure handling decisions often have been treated in the literature as separate enterprises. Policymakers, too, have ignored the interactive nature of manure management by focusing on land application for nutrient disposal. This study outlines a systems approach to describe the interrelated decisions producers face, using examples from North Carolina and Iowa that show how producers' attitudes toward manure management lead them to handle manure differently in different regions. In North Carolina, nutrients in manure are “not wanted.” There are economic incentives to treat manure, thus reducing its nutrient content, and to apply it on as little land as possible. In Iowa, nutrients are “not wasted.” Producers conserve the nutrients in manure and use them more fully, applying manure to higher value crops such as corn. Policies that influence manure management can be made more effective by accounting for the differences in producers' incentives to waste or want the nutrients.

An alternative, low-input production system for fresh market tomato was developed using strip tillage practices in conjunction with established bahiagrass pasture. The alternative system was designed to reduce the impact of soilborne pests, minimize agricultural inputs, improve soil conservation and optimize yields. Field experiments indicate that competition from bahiagrassfor nutrients within the tilled strips significantly impacted yield. Selective colonization of tomato roots by arbuscular mycorrhizal fungi isolated from field plots was observed. Damage from root-knot nematodes was minimized by planting tomato into established bahiagrass pastures. The alternative system was validated on a commercial tomato production farm in a side by side comparison with a conventional production system consisting of raised beds, fumigated with methyl bromide and covered by black polyethylene plastic. Yields were 6.5 t/ha greater under the conventional system. However, the net return was $568/ha greater in the alternative system. The results indicate that the alternative system has the potential to replace or supplement the conventional production system.

Complexity and rapid change in the agricultural industry are pushing us toward more participatory systems of information development and exchange. These changes are driven by a rapidly evolving information environment, with a multiplicity of sources and different clients, and by a technological revolution in communications equipment. At the same time, scientists and farmers are becoming increasingly aware of the complex biological interactions that occur in cropping systems and how these are connected with the overall ecosystem. We are expanding our time and space frame of reference. To address tomorrow's challenges, it will be important to blend the efforts in research and extension, to include farmers as full participants in the planning, execution, and interpretation of experiments, to explore new directions such as model farms and master farmers, and to develop creative educational approaches to encourage practical problem solving. Collaborative efforts of universities, industry, farmer groups, and environmental organizations will be needed to fully empower the individual farm manager to make rational and environmentally sound production decisions in the future.

Survey data from sweet corn, strawberry, apple, and potato growers in nine northeastern U.S. states were used to assess relative levels of adoption of integrated pest management (IPM). Grower adoption of an IPM system was measured by assigning numerical values for completion of specific management practices, and summing the number of practice points. Practices included those for management of soil, nutrients, weeds, diseases and insects, and education. Numerical scores were used to describe IPM adoption as a continuum, with growers classified as low, moderate, or high adopters based on their completion of practices. The relative level of IPM adoption varied among crops and states. Forty-nine percent of sweet corn growers were found to be moderateto high-level IPM adopters, while 76% of strawberry growers, 90% of potato growers, and 69% of apple growers were moderate- to high-level adopters, respectively. Variation among states with respect to adoption of IPM is described and discussed.

Nonpoint sources of P pollution have been implicated in the declining water quality of many lakes in the northeastern U.S. Most of the agricultural nonpoint P contribution to surface waters comes from field runoff. Water quality may be improved by better understanding the movement, or flow, of P through a farm so that reasons for buildup of high soil P levels can be identified and remedies explored. In this study, the managed flows of P (P in imported and exported products) were estimated based on 1hour farmer interviews on 45 Vermont farms and 1 New York farm. Farm P inflow/outflow budgets were developed using information from the interviews. It was estimated that an average of 57% of the P brought onto the farms was not exported. Phosphorus imported in feed and minerals averaged 65% of the total P imports, while purchased fertilizer contributed to an average of 35% of the total farm P imports. Phosphorus was often fed in excess of the cow's nutritional requirements recommended by the National Research Council. Soil test P levels on two pairs of farms with similar animal densities and soil types reflected the large differences in the estimated net P accumulation. For all 46 farms, there was a significant relationship between net P accumulation and animal density (r2 = 0.59). Farms grouped by management operation type (confinement, pasture - based [non-organic], and pasture-based [organic]) were different in average farm size, animal density, P imports, net P accumulation, milk production, and predominant crop. Feeding of excess P results from the high P levels recommended by feed salesmen and nutritionists, who typically take into account the available home-grown forages and provide the suggested needs for purchases of concentrates and minerals. In a survey of seven Vermont dairy feed consultants and salespersons, rations were designed to feed cows as much as 50% more P than research has indicated is necessary.
