The archbishop's mandate

Venerabili in Christo patri Domino Iohanni, Dei gratia Exoniensi episcopo, seu ipsius vicario, ipso in remotis agente, Radulphus eadem permissione episcopus Londoniensis salutem et sincerae dilectionis incrementum. Noveritis nos mandatum venerabilis patris Domini Iohannis, Dei gratia Cantuariensis archiepiscopi, totius Angliae primatis et apostolicae sedis legati nuper sub infrascripta continentia, cum ea reverentia qua decuit, recepisse:

Iohannes, permissione divina Cantuariensis archiepiscopus, totius Angliae primas et apostolicae sedis legatus, venerabili fratri nostro Domino Radulpho, Dei gratia Londoniensi episcopo, salutem et fraternam in Domino caritatem. Quamvis sacris sit canonibus constitutum quod metropolitani et archiepiscopi et primates, annis singulis legitimo impedimento cessante, pro excessibus corrigendis et moribus reformandis, debeant provinciale concilium celebrare, nos tamen adversis tribulationibus temporum et assiduis occupationibus circa magna, aliisque variis causis impediti, quod nostro incumbebat officio in hac parte nequivimus hactenus adimplere. Nunc autem opportunitate captata, seu verius necessitate cogente, provinciali coacto concilio adversus excessus in nostra Cantuariensi provincia indies contingentes medelam appetimus congruam adhibere. Nos igitur antiquorum patrum vestigiis inhaerentes, huiusmodi provinciale concilium de maioris partis suffraganeorum nostrorum consilio et assensu evocandum decrevimus et solemniter celebrandum, ut fiant in eo, Domino adiuvante, quae fuerint facienda secundum canonicas sanctiones.

Quocirca fraternitati vestrae committimus et mandamus quatenus venerabiles fratres nostros episcopos et electos confirmatos, vel si qui eorum forsan absentes fuerint, vicarios ipsorum; necnon et officialem nostrum Lincolniensem, sede ibidem vacante, peremptorie et praecise citetis, seu faciatis citari; decanos vero et priores ecclesiarum cathedralium, abbates et priores electivos sub se plenum conventum habentes, necnon archidiaconos, capitula, conventus et collegia universa, clerumque cuiuscunque diocesis nostrae provinciae antedictae, qui sua conspexerint interesse praemunire curetis, vel faciatis debite praemuniri, quod iidem episcopi electi seu vicarii eorundem, officialisque noster praedictus, personaliter; decanique et priores ecclesiarum cathedralium necnon abbates et priores alii sub se plenum conventum habentes, ac archidiaconi, si eis expediens videatur; praedictaque capitula, conventus et collegia per unum, clerusque cuiuslibet dioceseos per duos procuratores idoneos, si sua crediderint interesse, et causas vel negotia habuerint in huiusmodi concilio provinciali tractanda, coram nobis et dicto concilio legitime compareant in ecclesia Sancti Pauli Londoniarum primo die iuridico post festum Sancti Lucae Evangelistae proximo fiituro [19 October 1341] super praemissis omnibus et singulis et aliis tune exponendis ibidem statum ecclesiae,
