Mandate from archbishop to bishop of Winchester, sede Londoniensi vacante

Iohannes, permissione divina Cantuariensis archiepiscopus, totius Angliae primas et apostolicae sedis legatus, venerabili confratri nostro Willelmo, Dei gratia Wintoniensi episcopo,

qui tanquam ecclesiae nostrae Cantuariensis subdecanus, ecclesia Londoniensi vacante, quae ipsius ecclesiae nostrae Cantuariensis decanatus decoratur titulo et honore nostra et ipsius ecclesiae nostrae mandata ex debito officii vestri et capere et exequi tenemini cum effectu, salutem et fraternam in Domino caritatem. Literas domini nostri regis sub privato sigillo suo sigillato nuper recepimus in haec verba:

Henricus, Dei gratia rex Angliae et Franciae et Dominus Hiberniae venerabili in Christo patri Iohanni, eadem gratia archiepiscopo Cantuariensi, totius Angliae primati, salutem. Pro quibusdam arduis et urgentibus negotiis nos, statum regni nostri ac honorem et utilitatem Ecclesiae Anglicanae intime concernentibus, vobis in fide et dilectione quibus nobis tenemini rogando mandamus, quatenus praemissis debito intuitu attentis et ponderatis, universos et singulos episcopos Cantuariensis provinciae, ac decanos et priores ecclesiarum cathedralium, abbates et priores, ac alios ecclesiasticos, exemptos et non exemptos, necnon archidiaconos, capitula, conventus et collegia, totumque clerum cuiuslibet diocesis eiusdem provinciae, ad comparendum coram vobis in ecclesia cathedrali Sancti Pauli Londoniarum, vel alibi, prout melius expediri videritis, cum omni celeritate commoda more solito convocari faciatis, ad communicandum, tractandum, consentiendum et concludendum super praemissis et aliis quae sibi clarius exponentur tune ibidem ex parte nostra, et hoc sicut nos et statum dicti regni nostri ac honorem et utilitatem ecclesiae praedictae diligitis, nullatenus omittatis. Datum in manerium nostrum de Sheen, decimo octavo die mensis Maii anno regni nostri vicesimo septimo [18 May 1449].

Quocirca vestrae fratemitati committimus et mandamus quatenus omnes et singulos dictae nostrae Cantuariensis ecclesiae suffraganeos infra dictam nostram provinciam constitutos, ac absentium episcoporum vicarios in spiritualibus generales citetis peremptorie, et per eos decanos et priores ecclesiarum cathedralium ac singula capitula earundem, archidiaconos, abbates et priores conventus sub se habentes, et alios ecclesiae praelatos, exemptos et non exemptos, clerumque cuiuslibet diocesis provinciae antedictae citari peremptorie et praemuniri volumus et mandamus, quod iidem episcopi, suffraganei nostri, vicarii generales, decani, priores, archidiaconi ac ceteri ecclesiarum praelati, exempti et non exempti, personaliter; et quodlibet capitulum ecclesiarum cathedralium per unum, clerumque cuiuslibet diocesis provinciae antedictae per duos sufficienter procuratores compareant coram nobis aut nostris in hac parte locum tenentibus vel commissariis,
