Summary

This chapter assesses the case of Poland. The analysis points to strong path dependency and institutional inertia in regulating shale gas. At the same time, various procedural elements pertaining to information, institutional outreach and community empowerment ensured the buy—in of important stakeholders on national and subnational levels. The institutional approach is flanked by two strong policy frames pertaining to 'security narrative' and 'economic opportunity'. These narratives are found as resonating strongly with key stakeholders from society, the business community and the state apparatus, on all governance levels.
