An interesting, and largely neglected, development is the recognition by European institutions of children’s rights. It is unlikely that the ‘in-out debate’ will be influenced by this. We should not ignore it. Potentially, the European development is more significant than the CRC. The CRC is not enforceable in the United Kingdom – this requires incorporation, discussed below, p. 407.
