Summary

The Security Council was called into session to discuss Syria’s proposal, with a view to voting on it. Prior to the session, delegates for the Provisional Government of Israel asked the United States to make the main speech against the proposal. The United States declined but indicated it would support Aubrey Eban when he spoke against Syria. Eban did make the major argument. The main speech in favor of the proposal was made by Syria. The proposal was put to a vote. Of the eleven states on the Security Council, six voted in favor of Syria’s proposal, one state voted against, while four abstained. In the Security Council, a qualified majority of seven was required for any resolution to be adopted. Syria’s proposal thus fell one vote short of passage.
