Chapter XIII of the Manual and correspondingly Chapter 13 of the Book look at the law as it applies to naval warfare. Starting with the Manual’s considerable, perhaps excessive, discussion of the law of the sea, the Chapter then critiques sections dealing with the rules for naval engagements, including the fundamentals of the law of naval warfare, the law as to enemy warships and enemy merchant vessels; and a description of the enemy vessels that are exempt from capture or destruction. The Chapter goes on to deal with submarine warfare, the belligerent control of the immediate area of naval operations, and with the law relating to maritime and airspace zones including exclusion zones, war zones, operational zones, warning zones and safety zones. The Chapter concludes by considering what the Manual has to say about the law that regulates, respectively, blockade, sea mines and torpedoes.
