Summary
The purpose of this chapter is to consider the provisions of the Competition Ordinance (the Ordinance) on exclusions and exemptions from the two conduct rules – the First Conduct Rule (FCR) and the Second Conduct Rule (SCR). Anti-competitive conduct that prima facie infringes the FCR or the SCR but falls within the scope of one of the exclusions or exemptions does not contravene the Ordinance.
