Summary

The chapter lays out the water economy framework that will serve as a basis for discussions and analyses throughout the book. It describes the various pieces that constitute a water economy and how they are interconnected and affect each other. Special attention is given to the water infrastructure (capital stocks) needed to implement water allocations.
