Cambridge Middle East Studies has been established to publish books on the nineteenth- and twentieth-century Middle East and North Africa. The aim of the series is to provide new and original interpretations of aspects of Middle Eastern societies and their histories. To achieve disciplinary diversity, books are solicited from authors writing in a wide range of fields, including history, sociology, anthropology, political science and political economy. The emphasis is on producing books that offer an original approach along theoretical and empirical lines.

  • Working from the premise that gender and violence are cyclically related, masculinities' connection to power and violence are frequently simplistically assumed. Yet, amid ongoing colonisation and military occupation, there are other more complex dynamics simultaneously at play across Israel and Palestine. In this book, Chloe Skinner explores this, untangling the gendered politics of settler colonialism to shed specific light on the ways in which masculinities shift and morph in this context of colonial violence. Oscillating between analysis of Israeli militarism and military occupation in Palestine, each chapter examines the constitutive performance and negotiation of masculinised ideals across these colonial hierarchies. Masculinities are thus analysed across these settings in connection, rather than in isolation – illustrating that gendered identities, practices, and performances here are intertwined by that which simultaneously divides and separates them: the apartheid politics of the Israeli state.

  • How has Islam as a set of beliefs and practices shaped the allocation of oil revenues in Arab Gulf monarchies? In turn, how has oil wealth impacted the role of Islamic doctrine in politics? Refining the Common Good explores the relationship between Islamic norms and the circulation of oil wealth in Gulf monarchies. The study demonstrates how both oil (revenues) and Islam (as doctrine) are manipulated as tools of state power, and how religious norms are refined for the sake of achieving narrow secular interests. Miriam R. Lowi examines different institutionalized practices financed by hydrocarbon revenues and sanctioned, either implicitly or explicitly, by Islam, and uses evidence from Kuwait, Qatar, Oman and Saudi Arabia to show how these practices are infused with political purpose. The dynamic relationship between oil wealth and Islamic doctrine is exploited to contribute to the management and control of society, and the consolidation of dynastic autocracy.

  • What does it mean to oppose or support an authoritarian regime from afar? During the years of Ben Ali's dictatorship in Tunisia between 1987 and 2011, diaspora activism played a key role in the developments of post-independence Tunisian politics. Centring this study on long-distance activism in France, where the majority of leftist and Islamist exile groups took refuge, Mathilde Zederman explores how this activism helps to shed new light on Tunisia's political history. Tunisian Politics in France closely explores the interactions and conflicts between different constellations of pro-regime and oppositional actors in France, examining the dynamics of what the author persuasively describes as a 'trans-state space of mobilisation'. In doing so, Zederman draws attention to the constraints and possibilities of long-distance activism. Utilising material gathered from extensive fieldwork in France and Tunisia, this study considers how the evolution of diaspora activism both challenges and reinforces the boundaries of Tunisian politics.

  • Tripoli, Lebanon's 'Sunni City' is often presented as an Islamist or even Jihadi city. However, this misleading label conceals a much deeper history of resistance and collaboration with the state and the wider region. Based on more than a decade of fieldwork and using a broad array of primary sources, Tine Gade analyses the modern history of Tripoli, exploring the city's contentious politics, its fluid political identity, and the relations between Islamist and sectarian groups. Offering an alternative explanation for Tripoli's decades of political troubles – rather than emphasizing Islamic radicalism as the principal explanation – she argues that it is Lebanese clientelism and the decay of the state that produced the rise of violent Islamist movements in Tripoli. By providing a corrective to previous assumptions, this book not only expands our understanding of Lebanese politics, but of the wider religious and political dynamics in the Middle East.

  • In this innovative study of everyday charity practices in Jeddah, Nora Derbal employs a 'bottom-up' approach to challenge dominant narratives about state-society relations in Saudi Arabia. Exploring charity organizations in Jeddah, this book both offers a rich ethnography of associational life and counters Riyadh-centric studies which focus on oil, the royal family, and the religious establishment. It closely follows those who work on the ground to provide charity to the local poor and needy, documenting their achievements, struggles and daily negotiations. The lens of charity offers rare insights into the religiosity of ordinary Saudis, showing that Islam offers Saudi activists a language, a moral frame, and a worldly guide to confronting inequality. With a view to the many forms of local community activism in Saudi Arabia, this book examines perspectives that are too often ignored or neglected, opening new theoretical debates about civil society and civic activism in the Gulf.

  • Middle Eastern police forces have a reputation for carrying out repression and surveillance on behalf of authoritarian regimes, despite frequently under enforcing the law. But what is their role in co-creating and sustaining social order? In this book, Jessica Watkins focuses on the development of the Jordanian police institution to demonstrate that rather than being primarily concerned with law enforcement, the police are first and foremost concerned with order. In Jordan, social order combines the influence of longstanding tribal practices with regime efforts to promote neoliberal economic policies alongside a sense of civic duty amongst citizens. Rather than focusing on the 'high policing' of offences deemed to threaten state security, Watkins explores the 'low policing' of interpersonal disputes including assault, theft, murder, traffic accidents, and domestic abuse to shed light on the varied strategies of power deployed by the police alongside other societal actors to procure hegemonic 'consent'.

  • For nearly two decades, the United States devoted more than $2 billion towards democracy promotion in the Middle East with seemingly little impact. To understand the limited impact of this aid and the decision of authoritarian regimes to allow democracy programs whose ultimate aim is to challenge the power of such regimes, Marketing Democracy examines the construction and practice of democracy aid in Washington DC and in Egypt and Morocco, two of the highest recipients of US democracy aid in the region. Drawing on extensive fieldwork, novel new data on the professional histories of democracy promoters, archival research and recently declassified government documents, Erin A. Snider focuses on the voices and practices of those engaged in democracy work over the last three decades to offer a new framework for understanding the political economy of democracy aid. Her research shows how democracy aid can work to strengthen rather than challenge authoritarian regimes. Marketing Democracy fundamentally challenges scholars to rethink how we study democracy aid and how the ideas of democracy that underlie democracy programs come to reflect the views of donors and recipient regimes rather than indigenous demand.

  • Based on extensive interviews and oral histories as well as archival sources, Women and the Islamic Republic challenges the dominant masculine theorizations of state-making in post-revolutionary Iran. Shirin Saeidi demonstrates that despite the Islamic Republic's non-democratic structures, multiple forms of citizenship have developed in post-revolutionary Iran. This finding destabilizes the binary formulation of democratization and authoritarianism which has not only dominated investigations of Iran, but also regime categorizations in political science more broadly. As non-elite Iranian women negotiate or engage with the state's gendered citizenry regime, the Islamic Republic is forced to remake, oftentimes haphazardly, its citizenry agenda. The book demonstrates how women remake their rights, responsibilities, and statuses during everyday life to condition the state-making process in Iran, showing women's everyday resistance to the state-making process.

  • Based on first-hand ethnographic insights into Shi'i religious groups in the Middle East and Europe , this book examines women's resistance to state as well as communal and gender power structures. It offers a new transnational approach to understanding gender agency within contemporary Islamic movements expressed through language, ritual practices, dramatic performances , posters and banners. By looking at the aesthetic performance of the political on the female body through Shi'i ritual practices – an aspect that has previously been ignored in studies on women's acts of resistance -, Yafa Shanneik shows how women play a central role in redefining sectarian and gender power relations both in the Middle East and in the European diaspora.

  • The Holocaust and the Nakba are foundational traumas in Israeli-Jewish and Palestinian societies and form key parts of each respective collective identity. This book offers a parallel analysis of the transmission of these foundational pasts in Israeli-Jewish and Palestinian societies by exploring how the Holocaust and the Nakba have been narrated since the signing of the 1993 Oslo Accords. The work exposes the existence and perpetuation of ethnocentric victimhood narratives that serve as the theoretical foundations for an ensuing minimization – or even denial – of the other's past. Three established realms of societal memory transmission provide the analytical framework for this study: official state education, commemorative acts, and mass mediation. Through this analysis, the work demonstrates the interrelated nature of the Israeli–Palestinian conflict and the contextualization of the primary historical events, while also highlighting the universal malleability of mnemonic practices.

  • This is the first study of Israeli foreign policy towards the Middle East and selected world powers including China, India, the European Union and the United States since the end of the Cold War. It provides an integrated account of these foreign policy spheres and serves as an essential historical context for the domestic political scene during these pivotal decades. The book demonstrates how foreign policy is shaped by domestic factors, which are represented as three concentric circles of decision-makers, the security network and Israeli national identity. Told from this perspective, Amnon Aran highlights the contributions of the central individuals, societal actors, domestic institutions, and political parties that have informed and shaped Israeli foreign policy decisions, implementation, and outcomes. Aran demonstrates that Israel has pursued three foreign policy stances since the end of the Cold War - entrenchment, engagement and unilateralism - and explains why.

Winning Lebanon

  • By the mid-twentieth century, youth movements around the globe ruled the streets. In Lebanon, young people in these groups attended lectures, sang songs, and participated in sporting events; their music tastes, clothing choices and routine activities shaped their identities. Yet scholars of modern Lebanon often focus exclusively on the sectarian makeup and violent behaviors of these socio-political groupings, obscuring the youth cultures that they forged. Using unique sources to highlight the daily lives of the young men and women of Lebanon's youth politics, Dylan Baun traces the political and cultural history of a diverse set of youth-centric organizations from the 1920s to 1950s to reveal how these youth movements played significant roles in the making of the modern Middle East. Outlining how youth movements established a distinct type of politics and populism, Winning Lebanon reveals that these groups both encouraged the political socialization of different types of youth, and, through their attempts to 'win' Lebanon - physically and metaphorically - around the 1958 War, helped produce sectarian violence.

The Muslim Brotherhood in Jordan

  • Since its founding in 1945, the Jordanian Muslim Brotherhood has enjoyed decades of almost continuous parliamentary presence and state acceptance in Jordan, participating in elections, organising events and even establishing a hospital. In this detailed account of the Muslim Brotherhood's ideological and behavioural development in Jordan, Joas Wagemakers focusses on the group's long history and complex relationship with the state, its parliament and society. It shows how age-old concepts derived from classical Islam and the writings of global Islamist scholars have been used and reused by modern-day Jordanian Islamists to shape their beliefs in the context of the present-day nation-state. Far from its reputation as a two-faced global conspiracy bent on conquering the West, the Muslim Brotherhood is a deeply divided group that has nevertheless maintained a fascinating internal ideological consistency in its use of similar religious concepts. As such, it is part of, and continues to build on, trends in Muslim thought that go back hundreds of years.

Considering several episodes of contention in Bahrain, from tribal resistance to the British reforms of the 1920s, the rise of the Higher Executive Committee in the 1950s, the leftist agitation of the 1970s, the 1990s Intifada and the 2011 Uprising, Marc Owen Jones offers never before seen insights into the British role in Bahrain, as well as the activities of the Al Khalifa Ruling Family. From the plundering of Bahrain's resources, to new information about the torture and murder of Bahrain civilians, this study reveals new facts about Bahrain's troubled political history. Using freedom of information requests, historical documents, interviews, and data from social media, this is a rich and original interdisciplinary history of Bahrain over one hundred years.

Promoting Democracy, Reinforcing Authoritarianism

  • Appearing against the backdrop of Jordan's remarkable levels of authoritarian stability and accounting for Jordan being one of the highest recipients of US and European 'democracy promotion' funding, Promoting Democracy, Reinforcing Authoritarianism examines what external 'democracy promoters' actually do when they promote democracy. By examining why Jordanian authoritarianism is so stable, not despite but in part because of external attempts at 'democracy promotion', Benjamin Schuetze demonstrates the depth of Orientalist attitudes among 'democracy promoters'. In highlighting the undermining of democratic values as they become circumscribed by the free market and security concerns, Schuetze suggests that although US and European policy in Jordan comes under the cloak of a universal morality which claims the surmounting of authoritarianism as its objective, its effect is not that different to traditional modes of imperial support for authoritarian regimes. As a result, this is a vivid illustration of what greater US and European policy presence in the Global South really means.

The Muslim Brotherhood in Syria

  • Having played a role in every iteration of Syrian politics since the country gained independence in 1946, the Muslim Brotherhood were the most prominent opposition group in Syria on the eve of the 2011 uprising. But when unrest broke out in March 2011, few Brotherhood flags and slogans were to be found within the burgeoning protest movement. Drawing on extensive primary research including interviews with Brotherhood members, Dara Conduit looks to the group's history to understand why it failed to capitalise on this advantage as the conflict unfolded, addressing significant gaps in accounts of the group's past to assess whether its reputation for violence and dogmatism is justified. In doing so, Conduit reveals a party that was neither as violent nor as undemocratic as expected, but whose potential to stage a long-awaited comeback was hampered by the shadow of its own history.

Reforming Family Law

  • As the only area of law that is still commonly termed 'Islamic law', family law is one of the most sensitive and controversial legal areas in all Muslim-majority countries. Morocco and Jordan both issued new family codes in the 2000s, but there are a number of differences in the ways these two states engaged in reform. These include how the reform was carried out, the content of the new family codes, and the way the new laws are applied. Based on extensive fieldwork and rich in sources, this book examines why these two ostensibly similar semi-authoritarian regimes varied so significantly in their engagement with family law. Dörthe Engelcke demonstrates that the structure of the legal systems, shaped by colonial policies, had an effect on how reform processes were carried out as well as the content and the application of family law.

Religious Politics in Turkey

  • Since the elections of 2002, Erdogan's AKP has dominated the political scene in Turkey. This period has often been understood as a break from a 'secular' pattern of state-building. But in this book, Ceren Lord shows how Islamist mobilisation in Turkey has been facilitated from within the state by institutions established during early nation-building. Lord thus challenges the traditional account of Islamist AKP's rise that sees it either as a grassroots reaction to the authoritarian secularism of the state or as a function of the state's utilisation of religion. Tracing struggles within the state, Lord also shows how the state's principal religious authority, the Presidency of Religious Affairs (Diyanet) competed with other state institutions to pursue Islamisation. Through privileging Sunni Muslim access to state resources to the exclusion of others, the Diyanet has been a key actor ensuring persistence and increasing salience of religious markers in political and economic competition, creating an amenable environment for Islamist mobilisation.

Inside Tunisia's al-Nahda

  • In the wake of the Arab uprisings, al-Nahda voted to transform itself into a political party that would for the first time withdraw from a preaching project built around religious, social, and cultural activism. This turn to the political was not a Tunisian exception but reflects an urgent debate within Islamist movements as they struggle to adjust to a rapidly changing political environment. This book re-orientates how we think about Islamist movements. Drawing on extensive fieldwork with grassroots activists of Tunisia's al-Nahda, Rory McCarthy focuses on the lived experience of activism to offer a challenging new perspective on one of the Middle East's most successful Islamist projects. Original evidence explains how al-Nahda survived two decades of brutal repression in prison and in social exclusion, and reveals what price the movement paid for a new strategy of pragmatism and reform during the Tunisian transition away from authoritarianism.
