This article examines the role of normative power in shaping the global sustainability order. It challenges the prevailing focus on hegemonic leadership and norm diffusion from dominant states, arguing that less powerful states have contributed significantly to the global order by creating regional initiatives tailored to their unique contexts. The article adopts an alternative theoretical framework of norm-governed change, comprising norm-building, institutionalisation, and transformation. Using an illustrative case study of Africa’s regional economic institutions, it employs process-tracing and archival analysis of key policy documents. The study demonstrates how African states have proactively embedded environmental norms within their regional initiatives, while contributing to the global sustainability agenda, exemplifying a form of normative power referred to as ‘Green Pan-Africanism’. This approach broadens the understanding of global sustainability governance, positioning less economically powerful actors as active participants in world-making. The findings highlight the critical role of normative power in advancing global sustainability governance, particularly in addressing complex global challenges such as climate change.

The European Union's cooperation with Middle Eastern regimes to counter terrorism and prevent violent extremism has received increased scholarly attention following several terrorist attacks in Europe the last decade. Despite the EU's emphasis on good governance, democracy, and human rights to prevent violent extremism in the Middle East and North Africa (MENA), I argue that the Union is in fact declining as a ‘normative power’ as it has prioritised a ‘security first’ centred approach. This article demonstrates how the EU's normative projects have, first, appropriated a logic of securitisation; and second, how the Union downplays democracy and good governance in fear of alienating authoritarian key partners in the region. There are consequently inherent limitations to, and contradictions in, the EU's Counter-Terrorism (CT) and Preventing Violent Extremism (PvE) efforts. These conclusions are based on interviews with EU representatives and implementing partners on the ground. The interviews are complemented by an analysis of the scope and focus of the EU's CT and PvE projects. The findings have implications for our understanding of normative powers’ priorities when facing a perceived dilemma of choosing between its security, on the one hand, and its identity and value aspirations, on the other.

Les crises sanitaires produisent des effets transversaux sur la santé publique et l’ordre socio‑politique. Aux yeux des citoyens, c’est le pouvoir normatif qui s’est trouvé discrédité par la crise sanitaire liée à la Covid-19. Bousculée à plusieurs reprises, la norme juridique a perdu beaucoup de sa normativité et de sa valeur dans la conscience collective. Face aux différentes formes de désarticulation subies par le pouvoir normatif, il paraît urgent d’envisager des perspectives de réforme visant à rénover la fonction et le processus de création des normes juridiques. L’application des outils de la légistique et l’adoption d’une conception plus partenariale que régalienne de la fonction normative peuvent concourir au changement souhaité de la culture normative.

Italy has developed a long-dated partnership with Mozambique, where it has emerged as an actor committed to norm promotion in the fields of conflict management, debt relief, and sustainable energy cooperation. This paper challenges the dominant interpretation of such a cooperative relationship that emphasizes ideational motivations and focuses, instead, on the role of Italian investors in the sectors of infrastructure and energy and of the Italian economic diplomacy. A favorable institutional and political climate in Italy has channeled investors' demands in the policy process since the independence of Mozambique. The late institutionalization of Italian development policy, the long gestation of the reform of development policy, and the lack of clear-cut borders between the competences of foreign and development cooperation institutions have empowered business groups that shape the investment strategy of the Italian foreign ministry as actors in development policy-making. Finally, convergence of interests between Italian investors and the NGO Sant'Egidio, which ultimately led to a partnership between these actors, has increased the legitimacy of Italian foreign and development policy toward Mozambique, contributing to consolidating Italy as a norm promoter in the country.
