Europe is living its Weimar moment. The historic task of the European Union (EU) today, the book argues, is to articulate and institute a new imaginary of prosperity. Imaginaries of prosperity integrate societies around the shared pursuit of a prosperous future, while rendering “political-economic” questions the main preoccupation of politics. The new imaginary of prosperity today has to be both credible (able to provide answers to contemporary challenges) and appealing (conjuring a world in which people want to live). It has to include not only an alternative macroeconomic framework (a different role for tax, public spending, or welfare provision) but also a different set of microeconomic institutions (a new role for the corporation, technology, industry, finance, and consumption). It is exactly in this latter space that the EU has undertaken the first important steps towards reimagining prosperity. The book analyses several policy fields, showing that the EU has already made significant efforts to foster more caring consumption, circular products and technologies, sustainable industry, and fairer corporate activity. But the EU has to go further and faster – if it intends to respond effectively to the soaring problems, while halting another Europe’s slide into tribalism.

In response to some critics of contemporary Irish culture who have lamented the loss of Irish cultural distinctiveness, particularly in language use, this chapter draws on research in the sociolinguistics of globalization to argue for an alternative method of reading language in fiction. Rather than focusing exclusively on fixed language identities, it suggests a method of reading for the modes and values of expression that are produced by linguistic mobility, neoliberalism, and technology. The chapter considers this changing status of language as it appears in Sally Rooney’s Conversations with Friends and Naoise Dolan’s Exciting Times, including the ways in which economic globalization has prioritized language as a skill and a commodity while reinventing its function through technology. The chapter argues that Rooney’s and Dolan’s novels dramatize the shift from a fixed language identity to a global one based on the idea of linguistic resources in a way that leaves their characters in ambivalent relationships to Irishness, the English language, and globalization.

This chapter introduces the politics and policy of urban nature and nature-based solutions, stemming from a diversity of flexible governance modes and novel financial arrangements with a strong involvement of local communities. It opens with a discussion of the different visions of nature that are present in cities, followed by a more detailed examination of two particularly conflicting visions: the extent to which nature is to be mobilised as a tool for public welfare versus one for private profit. Then the chapter situates nature-based solutions in the context of three specific debates that illustrate their political and contested nature. First, the extent to which the drive for multi-functionality of urban nature can be a double-edged sword. Second, the tensions between green growth and gentrification and the pitfalls of greening exclusionary urban change. And finally, the need to consider issues of justice and equity within nature-based solutions. Through case studies of innovative park management in Newcastle, the United Kingdom, and East-Boston rail-to-trail Greenway in Boston, the United States, the chapter highlights enabling conditions that can drive systemic, just, ecologically sustainable and genuine integration of nature into urban life and policy.

‘Language policy’ is a highly diverse term, encompassing all attempts to purposefully influence language use. Government language policy is broadly considered to have originated as a distinct field of research and policymaking in the 1970s, but we begin the chapter with a historical review of its precursors dating back several centuries. We trace the roots of contemporary language policy to two broad historical developments: Bible translation and universal education. These laid the foundations for what would become language policy. In the contemporary language policy period, we divide our discussion across three fields: modern foreign languages (MFL), indigenous languages and community languages. These categorisations come from policy, not linguistics or sociology. These groups of languages are treated differently in policy, so we divide them accordingly and trace their origins and developments in three political eras from the 1970s onwards: neoliberalism (1970s–80s), New Public Management (1990s–2000s), and austerity (2008 onwards). We show how each field of language policy has been indelibly shaped and contoured by changing political conditions and priorities. Lastly, we consider forms of language that tend to fall outside the scope of government policy, and what extra this reveals about language policy.

Chapter 12 considers the Europeanization of German law, resulting from the integration of Germany into the European Union and its project of harmonization of law. Basic devices for this process are explained, such as the direct effect and supremacy of European law. The tension this has created in German private law is demonstrated with a case study of the European antidiscrimination directive, which Germany reluctantly implemented. The case study presents a dispute under the German domestic regime that was eventually enacted. That dispute involved discrimination in the employment context on the basis of the applicant’s background growing up in East Germany. The tensions between the Europeanization of law and German constitutional law are also discussed.

The purpose of this chapter is to introduce the contemporary political debates surrounding globalisation. It illustrates the main features of protests against the social consequences of a globalised economy, and it identifies some of the key political issues that scholars and students of International Relations must face when addressing the promotion of justice and effective governance within a more densely connected world.

This chapter offers an account of postmodernism. It begins by drawing a distinction between two broad approaches to the postmodern: one that outlines the contours of a new historical period (postmodernity), and another that places emphasis on finding new ways of understanding modern practices of knowledge and politics (postmodernism). The second part of the chapter examines how postmodern ideas entered international relations scholarship, and how ensuing contributions continue to reveal important insights up to the present day. Defining postmodernism is no easy task. Postmodern scholarship is characterised more by diversity than by a common set of beliefs. Add to this that the postmodern has become a very contentious label, which is used less by its advocates and more by polemical critics who fear that embracing postmodern values would throw us into a dangerous nihilist void. But while the contours of the postmodern will always remain elusive and contested, the substantial issues that the respective debates have brought to the fore are important enough to warrant attention.

Is queerness coeval with American-ness, or with the American version of neoliberalism? The writers explored in this chapter, many of whom have close ties to countries other than the United States, are all preoccupied with these questions. Some, such as Tomasz Jedrowski and Garth Greenwell, implicitly accept queer identity as an American export. Others, including Chinelo Okparanta and Zeyn Joukhadar, fight to carve out small, temporary spaces of resistance to queerness’s entanglements with a certain brand of Western-ness. Others still, such as Shyam Selvadurai and Akwaeke Emezi, create interstitial queer identities that draw on non-Western understandings of selfhood and set them in conversation with mainstream Western queer culture. Focusing on the novel, this chapter engages with writers who identify as gay, lesbian, genderqueer, and trans/ogbanje, hailing from Nigeria, Sri Lanka, Taiwan, Germany/Poland, and Syria as well as the United States; while most of them are Anglophone, it also considers some examples of non-Anglophone representations of Western notions of queerness, such as Qiu Miaojin’s Notes of a Crocodile.

Linguistic citizenship is anchored in a decolonial critique of knowledge construction and power relations. It is an act of innovation but also an act of opposition. By wanting to strengthen agency it is inventive. But it also threatens to reclaim spaces that managers seek to control. Studies have referred to universities as ‘colonial enterprises’ and 'ruthless corporations' where complaints against racism are routinely dismissed. If universities are not multicultural spaces where diversity of communication modes is acceptable and practical ways to accommodate them are explored and if necessary constantly revised, then as institutions they cannot play a credible role in leading the promotion, construction and defence of multicultural and multilingual spaces in their immediate civic environments. The university cannot be a civic university if it refuses to decolonise. Multilingual Manchester (MLM) succeeded in shaping a novel concept of linguistic citizenship. Elements of the city language narrative are likely to stay. But there is a real risk that their content will be diluted as they are appropriated to serve corporate branding and profitability interests.

Chapter 3 analyses the normativity of sustainable development in international law and politics as expressed beyond the questions on its present (domestic) manifestations or the endless struggle to place the concept within general legal (normative) registers. It highlights how international law tends to subordinate non-Western experiences in its elevation of sustainable development into a global standard. What emerges from this process is that the more the world pursues sustainable development in its current form, the more we unwittingly contribute to the global dissemination of a particular strand of Eurocentrism. Sustainable development thus reveals itself as an amalgam of power and knowledge while simultaneously establishing itself as a vital component in international legal governance. What emerges in this chapter is that, although the concept of sustainable development is always at the forefront of international public discourse, little is done, in fact, to achieve its presumed objectives. Thus, while sustainable development’s quick ascent to become a universalist concept is central to this book, the concept’s character must be understood as quietly operating to mute global ecological violence that disproportionately affects marginalised peoples in the Global South.

In the mid-twentieth century a flow of books written by women writers was published. These works reformulated the emancipatory imaginaries of the political and artistic avant-gardes of the 1920s with original explorations of gender and affective relationships. In these books can be seen the emergence of a new sensibility along with a new poetics that nourishes the demands of the market and the expectations of a wider and more diversified audience prone to reading new experiences, innovative aesthetics, and novel affects. This chapter heeds the articulation of the sensitive and the political in different writers. Salvadora Medina Onrubia, Norah Lange, and Sara Gallardo are the writers of different decades who through their work, the literary-discursive figures they created, and their biographical stories displayed passionate and conflictive interactions with their time. They pursued emancipation specially through language. Literary texts, public speech, and print columns help them to mobilize more than just a political idea or a literary project, by activating perceptions, emotions, sensibilities, and public imaginations. This chapter will analyze the host of feelings that emerged in this process, mainly women’s genuine interest to get close to other women.
