The Black Sea is an enclosed sea surrounded by six coastal countries, of which Bulgaria and Romania are EU Member States. The Convention for the Protection of the Black Sea Against Pollution was ratified in 1994 by all coastal countries. This Convention is the only European regional sea convention to which the EU is not a Party. While Romania and Bulgaria are in favor of EU accession to the Convention, Turkey, Russia and Ukraine thus far have blocked accession. In this paper, we develop a negotiation model with endogenous enforcement and exogenous fraud to analyze the different positions of groups of coastal countries relative to EU accession to the Convention. Our model contributes to defining a proposal that the EU could make to the opposing states such that they accept the EU as a Party to the Convention. In that context we investigate also whether Romania and Bulgaria might be better off delegating their decision power to the EU, rather than retaining their individual voting rights.

We explore the heterogeneous effect of migrant remittances on citizens' support for taxation using a sample comprising 45,000 individuals from the Afrobarometer survey round 7 [2016–2018] across 34 African countries. To correct for unobserved heterogeneity, we endogenously identify latent classes/subtypes of individuals that share similar patterns on how their support for taxation is affected by their unobserved and observed characteristics, including remittance dependency. We apply the finite multilevel mixture of regressions approach, a supervised machine learning method to detect hidden classes in the data without imposing a priori assumptions on class membership. Our data are best generated by an econometric model with two classes/subtypes of individuals. In class 1 where more than two-thirds of the citizens belong, we do not find any significant evidence that remittance dependence affects support for taxation. However, in class 2 where the remaining one-third of the citizens belong, we find a significant negative effect of remittance dependence on support for taxation. Furthermore, we find that citizens who have a positive appraisal of the quality of the public service delivery have a lower probability of belonging to the class in which depending on remittance reduces support for taxation. The findings emphasize the need for efficient public services provisioning to counteract the adverse effect of remittances on tax morale.

Due to COVID-19, many households faced hardships in the spring of 2020 – unemployment, an uncertain economic future, forced separation, and more. At the same time, the number of people who participated in outdoor recreation in many areas increased, as it was one of the few activities still permitted. How these experiences affect the public’s willingness to pay (WTP) for environmental public goods is unknown. During the early months of the pandemic, we conducted a stated preference survey to value statewide water quality improvements in Delaware. While a majority of participants report experiencing hardship of some sort (economic, emotional, etc.), mean household WTP declined by only 7 % by May 2020.

Environmental policies are characterized by salient short-term costs and long-term benefits that are difficult to observe and to attribute to the government's efforts. These characteristics imply that citizens’ support for environmental policies is highly dependent on their trust in the government's capability to implement solutions and commitment to investments in those policies. Using novel survey data from Mexico City, we show that trust in the government is positively correlated with citizens’ willingness to support an additional tax approximately equal to a day's minimum wage to improve air quality and greater preference for government retention of revenues from fees collected from polluting firms. We find similar correlations using the perceived quality of public goods as a measure of government competence. These results provide evidence that mistrust can be an obstacle to better environmental outcomes.

A commonly assumed reason for the delegation of authority from a legislature (politicians) to bureaucracies is that the bureaucrats have an information advantage over the politicians, including knowledge of cost–benefit analysis (CBA). But it is reasonable to assume that the bureaucrats use their information advantage by taking all relevant aspects of policy into account? We model the use of CBA using a delegation model and then test the theoretical predictions with empirical data collected from five Swedish government agencies. The empirical results lend support both for the hypothesis that risk aversion concerning the environmental outcome, the bureaucrats’ environmental attitudes, and the cost of taking CBA information into account have a considerable impact on the probability of using information from a CBA. Hence risk averse and bureaucrats with strong environmental preferences are less likely and bureaucrats with low cost of doing a CBA more likely than other bureaucrats to use CBA information. Finally, a binding governmental budget constraint may positively influence a bureaucrat’s choice of using CBA information. A tentative conclusion is therefore that it may be possible to increase the use of CBA by making the budgetary consequences of policies much clearer and demanding due consideration of costs.

This paper analyses the implications of government control over public information about air pollution. First, we model the incentives for a local government with control over the media to affect popular perception concerning pollution. We argue that biased announcements can influence the inflows of labour force in a municipality beyond economic factors. Then, we examine some evidence on information misreporting in the context of Beijing, China. We show that official air pollution announcements diverge systematically from an alternative source of information, provided by the US Embassy. The results point at a manipulation of popular perception consistent with the motives indicated in our model. Furthermore, using an original household survey, we examine whether the distorted public signal affects agents' behaviour. We find that households that depend upon government-controlled media are significantly less responsive to pollution peaks.

Many small town professional clubs operate on the border of viability and threats to their survival are often real. But their activities may generate benefits that they are unable to capture in ticket sales; for example they provide a focus of interest even for some residents who do not attend the stadium. The paper presents results from applying contingent valuation methodology in two towns with clubs in the bottom-tier of English professional football. Collective willingness-to-pay for the survival of the clubs through taxation proved to be significant relative to the revenues the clubs were able to generate through ticket sales. There appears therefore to be a case for local governments to consider intervention in some circumstances where a club's survival is in question.

This paper uses the results of a nationwide survey of coastal property owners to estimate the demand for insurance against erosion damage. The National Flood Insurance Program (NFIP) does not technically cover such damage, although in practice there is considerable uncertainty about this point. The ability to insure against such losses has implications for the choice of beach management strategies and for NFIP management. We find significant demand for insurance at prices in the range of current flood insurance premiums, although median willingness to pay appears to be less than the cost of providing such insurance.

This article provides a brief history of the animal identification (ID) system that previously existed in Canada along with details on efforts to “reidentify” the country's cattle herd. The current state of ID for various species is summarized, and the state of regulations federally and for major agricultural province are outlined. A short background on the economics of animal ID is provided. Particular attention is paid to the operation of the Canadian Cattle Identification Agency, an industry-government initiative charged with identifying the national cattle herd. The animal ID system in Canada is found to have performed well when called on in times of animal health crises, although there have been notable deficiencies in its performance on occasion. Canada's animal ID system will continue to evolve as new technologies for tagging and database management (among others) are developed. It is expected the system will play an important role in future attempts to exploit traceability for value-added initiatives.

Although Canada has developed an effective animal identification system, and the provinces are progressing toward a system that has full traceback capabilities, the U.S. and Mexico have made little or no progress. Contemporary U.S. proposals for state initiatives will not work. In the meantime, the U.S. livestock industry will continue to lose markets for its products and has little to no basis for complaining about lost sales and the lack of open markets. Also indentified are relevant economic and political principles that both underlie animal identification systems and the failure to make positive steps forward toward establishing a North American animal identification system.

In this paper we study the Nash equilibrium in a smooth public goods economy, described as a non-cooperative game, where the set of players is a mixed measure space of consumers. We assume a finite number of private goods. We show that under certain conditions there exists a unique Nash equilibrium in the economy, where the public goods are produced with a linear technology. Moreover, we discuss the difference in market power between an atomless sector and an atom with the same utility function, and an atom with its split atomless sector, both in a pure exchange economy and a public goods economy.

The purpose of this paper is to investigate the mutual compatibility of voluntary provision of public good and strategic behavior of consumers in the market for private goods. We study the existence of equilibrium private provision of a public good within general strategic equilibrium framework with a finite number of players. The mechanism for the provision of public good follows the one due to Bergstrom, Blume and Varian (1986) and the trading mechanism for private goods follows the strategic market game with wash sales due to Dubey and Shubik (1986). The new result of the paper is the demonstration of existence of an equilibrium point in pure strategies for finite number of players. Due to the existence of trivial equilibria at which all markets are closed, equilibrium points are constructed as limits of sequences of ε- equilibria of perturbed games.

Policy towards asylum seekers has been a controversial topic for more than a decade. Rising numbers of asylum applications have been met with ever-tougher policies to deter them. Following a period of policy harmonisation, the EU has reached a crucial stage in the development of a new Common European Asylum System. This paper seeks to shed light on what form this should take. It summarises the development of policy to date and it argues that these policies have been too tough, even from the point of view of EU citizens. Using an economic framework, it examines scenarios with different degrees of policy harmonisation and integration among EU countries. Finally, it argues that there is an important role for enhanced burden-sharing arrangements.

Hypothetical bias is a pervasive problem in stated-preference experiments. Recent research has developed two empirically successful calibrations to remove hypothetical bias, though the calibrations have not been tested using the same data or in a conjoint analysis. This study compares the two calibrations in a conjoint analysis involving donations to a public good. Results find the calibrations are biased predictors of true donations but that calibrated and uncalibrated models together provide upper and lower bounds to true donations.

Un groupe d'agents décide de mettre à sa disposition un site collectif polluant. Pour ce faire, ils font appel à une entreprise chargée de la localisation et de la construction de l'installation. Celle-ci leur propose une procédure de localisation/tarification soumise à l'approbation de tous les agents. Dans un tel contexte, l'entreprise est forcée à internaliser les dommages subis par les agents dans sa fonction de coût: ce phénomène rappelle l'achat de droit à polluer. En information incomplète, les mécanismes incitatifs optimaux indiquent l'existence d'inefficacités dues à l'attribution d'une rente informationnelle à chaque agent: la localisation échoue alors qu'elle aurait profité à tout le monde. Dans deux applications (externalités diffuses et ex-ternalités locales) du modèle général, l'enchère optimale est complètement caractérisée.

We consider an economy in which a central government has to decide on the provision and location of an emergency public service the quality of which diminishes with distance. The emergency service has to attend a group of municipalities geographically located in a star-tree-graph. We derive the optimal location and provision, as well as the Lindahl prices for the emergency service. Also, we determine the minimum quality of service that makes efficient the existence of a unique provider for the whole economy. Conversely, given any level of quality of service we identify the stable and efficient structure of provision.
