In October 2022, the Church of England commissioned a study of the likely impacts of allowing the blessing or marriage of same-sex couples in church. This paper reports on a survey of key informers (bishops or chief executive officers) in dioceses in the seven provinces of the Anglican Communion that had at that time allowed either same-sex blessings (SSB) or same-sex marriages (SSM). Of 183 provinces or dioceses contacted, 62 (31%) replied to an online survey of which 74% had decided to allow SSB and 55% to allow SSM. While all provinces reported some losses of clergy or congregations, these were not as great as some had expected. Smaller provinces that had made spaces and time for those of differing opinions to meet together tended to report more positive outcomes than those where processes were dominated by synodical debates.

Quantitative analysis using two scales of internal (church-facing) and external (society-facing) impact showed that dioceses that allowed SSM rather than just SSB reported more positive external impact. Those that had allowed SSM reported better internal and external impact compared with those who allowed only SSB or neither. Open answers offered critical reflections highlighting important lessons learnt in the process of making decisions.

Policy and professionalism go hand in hand. When safeguarding policy is all but absent as it is in the Church of England, it leaves clergy and others ill equipped to diagnose or to respond to concerns over abuse. Complex issues such as conflict of interest, evaluation based on verifiable objectives linked to safeguarding priorities, setting a balance between confidentiality and disclosure, safe recruitment and implementing the recommendations of safeguarding reviews are in effect left dangling. Expertise and professional judgement are needed both to develop policy and to apply it in real-world cases of prospective and actual abuse. Statistics about safeguarding cases covering associated resources, expenditure and outcomes are not readily available. Safeguarding reviews, mostly about particular cases, are difficult to generalise and ‘lessons learned’ are typically left at that without evidence of how safeguarding has changed as a result. The focus of safeguarding should be on the welfare of the people concerned, including survivors and perpetrators as well as congregations and church workers. Confrontational and legalistic approaches are all too common and do more harm than good. The objective should be to restore broken relationships, not necessarily between the survivor and the perpetrator, but between everyone involved in the case and the church.

In October 2022 the Church of England commissioned an examination of the impact of the debate on same-sex blessing and same-sex marriage within other Anglican Churches. The examination involved a literature search, an original survey among key informers and a general internet search. This paper draws on the general internet search to contrast the impacts in New Zealand and Australia. Drawing on Jungian psychological type theory, this analysis employs the contrasting decision-making functions of feeling (concerned with subjective interpersonal values) and thinking (concerned with objective logical analysis). The data suggest that the feeling approach dominant in New Zealand, which prioritized offering space and time for those of differing opinions to meet together, reported more positive outcomes than the thinking approach dominant in Australia, which gave greater priority to adversarial debate.

Applying the balanced affect model of clergy psychological wellbeing, as conceptualised by the Francis Burnout Inventory (FBI) and operationalised by The Index of Balanced Affect Change (TIBACh), this study explored the impact of seven sets of variables on individual differences in perceived changes in positive affect and negative affect among 737 clergy in the USA serving in the Episcopal Church during the Covid-19 pandemic. The seven sets of variables were: personal, psychological, contextual, ministry-related, church orientation, theological stance, and attitudinal. The data supported the balanced affect model of clergy psychological wellbeing by demonstrating how different variables predicted individual differences in negative affect and in positive affect. For example, clergywomen showed no differences from clergymen in terms of positive affect, but higher levels of negative affect; active self-supporting and retired clergy showed no differences from stipendiary clergy in terms of positive affect, but lower levels of negative affect; Evangelical clergy showed no differences in negative affect, but higher levels in positive affect. The balanced affect model provides insights into how clergy may be better supported during a pandemic.

Liturgical revision in the Anglican Communion has proceeded relatively slowly since the days of Gregory Dix. While some changes have occurred, especially in the use of modern language, in other ways most rites remain uninfluenced by changes in society and by recent advances in scholarship.

This is a response by Bishop Richard Condie, the Bishop of Tasmania and Chairman of Gafcon Australia, to the article by Bishop Keith Joseph (the Bishop of North Queensland, Australia) published in the Journal of Anglican Studies in May 2022. It engages with the nature and limits of unity in the Anglican Church before discussing the unique context of the Jerusalem Declaration and recent developments in the Anglican Church of Australia.

Since 2008 the Global Anglican Futures Conference (Gafcon) has emerged as a powerful force within the Anglican Communion. It had the potential to reform some of the issues facing the Anglican Communion. However, its Jerusalem Declaration has become a standard of Anglican orthodoxy to the exclusion of many orthodox Anglicans who cannot assent to its extra-doctrinal material. This lends Gafcon to schismatic ends.

For some years now the Anglican Church in Nigeria has been contending with the problems arising from the creation of missionary dioceses. Many retreats for the bishops in the missionary dioceses have been held from late 2000 to date, in an effort to find solutions to the problems, yet the problems have continued unabated. The situation provokes concern and interest in public discourse and intellectual circles. This study examines critically the problems of missionary dioceses and the effects of such problems on the workers and their families therein using a historical approach and both primary and secondary sources. The findings show that some of the missionary dioceses were created with poor funding and facilities as there was no adequate preparation for their creation. The study therefore recommends that the Church of Nigeria should support the missionary dioceses to stabilize.

This article examines the possible use of ‘virtual’ Eucharists in the Anglican Church of Australia in a time of a global pandemic such as exists in the world in 2020 with the spread of coronavirus or COVID-19. The changing nature of modern communication is considered in the context of the possibility of the use of a ‘virtual’ Eucharist, where a priest in one place with a set of bread and wine, consecrates the bread and wine, while at the same time a person in their own home consumes another set of bread and wine with the assumption that second set of bread and wine is also consecrated. Suggestions for and discussion of the use of a ‘virtual’ Eucharist in two dioceses of the Anglican Church of Australia are discussed with a consideration of published material by episcopal leaders. Biblical, theological and constitutional perspectives are then considered in relation to a ‘virtual’ Eucharist before the recommendation is made that ‘virtual’ Eucharists are not considered as appropriate at any time, including during a global COVID-19 pandemic, in the Anglican Church of Australia. Several alternatives to a ‘virtual’ Eucharist are considered which would allow people to obtain spiritual nourishment by other means.

In June 2018, the Igreja Episcopal Anglicana do Brasil’s (IEAB) General Synod voted, by an overwhelming majority, to amend its canons by redefining marriage as a ‘lifelong union between two people, regardless of sexual orientation or gender identity’.2 In this essay, I intend to describe the process that led to such decision both as the result of major changes that happened in Brazilian society and as a response to IEAB’s inner process of discernment and theology-making in parallel with other Anglican provinces. Rather than merely copying theological developments and discussions produced in the English-speaking world, IEAB creatively engaged foreign and local sources (Anglican and non-Anglican), thus producing a contextually based theology that led to its embracing of same-gender couples as full members, worthy of all sacraments and rites.

Drawing on data from a survey conducted among 7,059 students aged 13–15 in England and Wales, this study examines parental and peer influence on church attendance among 645 students who identified themselves as Anglicans (Church of England or Church in Wales). The data demonstrated that young Anglicans who practised their Anglican identity by attending church did so primarily because their parents were Anglican churchgoers. Moreover, young Anglican churchgoers were most likely to keep going to church if their churchgoing parents also talked with them about their faith. Among this age group of Anglicans, peer support seemed insignificant in comparison with parental support. The implication from these findings for an Anglican Church strategy for ministry among children and young people is that it may be wise to invest in the education and formation of churchgoing Anglican parents.

There are four Anglican jurisdictions in continental Europe. Two are national churches, Spain and Portugal; two are non-geographical jurisdictions serving persons not geographical regions. These four have overlaps among themselves; they also overlap with full-communion partners. The Episcopal Church’s Convocation of Episcopal Churches in Europe is not officially a diocese, though it acts like one. Like the Diocese of Gibraltar in Europe, its mission is not limited geographically. The competition unwittingly engendered creates conflict that detracts from the part of God’s mission accorded to each Church. This essay argues that creating an official Episcopal diocese in Europe is not the way forward, if common care for that mission is and should be the primary concern of all.

In the 1840s the Church of England, through the agency of the Society for the Propagation of the Gospel (SPG) and the Society for Promoting Christian Knowledge (SPCK), established an official chaplaincy to emigrants leaving from British ports. The chaplaincy lasted throughout the rest of the nineteenth century. It was revitalized in the 1880s under the direction of the SPCK in response to a surge in emigration from Britain to the colonies. This article examines the imperial attitudes of Anglicans involved in this chaplaincy network, focusing on those of the 1880s and 1890s, the period of high imperialism in Britain. It compares these late nineteenth-century outlooks with those of Anglicans in the emigrant chaplaincy of the 1840s, in order to discern changes and continuities in Anglican imperialism in nineteenth-century Britain. It finds that, in contrast to the imperialist attitudes prevalent in Britain during the late nineteenth century, Anglicans in this chaplaincy network focused more on the ecclesiastical and pastoral dimensions of their work. Indeed, pro-imperial attitudes, though present, were remarkably scarce. It was the Church much more than the empire which mattered to these Anglicans, notwithstanding their direct involvement with the British empire.

It is a peculiarity of the European continent that there are four independent Anglican jurisdictions side by side: the Church of England with its Diocese in Europe, The Episcopal Church, based in the United States of America, with its Convocation of Episcopal Churches in Europe, and the Lusitanian and Spanish Reformed Episcopal Churches which are extra-provincial dioceses in the Anglican Communion. Alongside these, there are the Old Catholic Churches of the Union of Utrecht, with dioceses in the Netherlands, Germany, Austria and Switzerland. All of them are in full communion with each other, but they lack a comprehensive jurisdictional structure; consequently, there are cities where two or three bishops exercise jurisdiction canonically totally separately.

The autumn of 2013 saw two landmark decisions in the Anglican churches of the British Isles. On 12 September 2013 the Governing Body of the Church in Wales voted in favour of legislation to permit the ordination of women as bishops. On 20 September 2013 it was announced that on the previous day the Revd Patricia Storey had been elected as Bishop of Meath and Kildare. She was duly consecrated on 30 November 2013 and enthroned in her two cathedrals in early December. The Scottish Episcopal Church permits the ordination of women to the episcopate, but to date none has been elected to an episcopal see.

This article offers a distinctively Anglican evaluation of the practice of Scriptural Reasoning. It draws upon personal experience, and frames its discussion with two ‘case studies’ describing SR study in action. It engages closely with Peter Ochs's positive theorization of Anglican postliberalism from a Jewish perspective in his book Another Reformation. With Ochs, the article rejects the premise that a neutral ‘common ground’ of theoretical agreement is a prerequisite for fruitful encounter across religious traditions, and claims that the traditions in question have generated their own tradition-specific resources for dialogue. The central part of the argument looks for correlations between an Anglican trinitarianism that valorizes historical process and analogical reasoning (something that, with Ochs, might be described as a pneumatological emphasis on the ‘found’), and an Anglican legitimation of SR. The value of reading commentary from the Christian, Jewish and Muslim traditions alongside scriptural texts is asserted.
