In this issue, the Review has chosen to feature the voices of hibakusha, those who survived the nuclear bombings in Japan.* These three hibakusha have shared their experiences with the hope that our readers will understand the horrors of nuclear weapons use. They have each suffered and witnessed the horrific suffering of others caused by nuclear weapons, and their families may continue to suffer medical problems for generations to come. Each calls for assurances that nuclear weapons will never be used again. These are their stories.

Richard Overy is Professor of History at the University of Exeter and the author of more than twenty-five books on the age of the World Wars and European dictatorship, including The Bombing War: Europe 1939–1945. He is a Fellow of the British Academy.

Airpower has been used in armed conflicts since World War I. Aircraft have been deployed in support of the army on the ground and the navy on the surface. However, the twentieth century, with two World Wars, has also seen aerial bombardment of cities that fell outside the traditional use of airpower. During World War II, as part of the ideology of “total war”, cities were deliberately selected as targets of such attacks with the purpose of undermining the morale of the enemy's population and “winning the war”. Nowadays, although the deliberate bombing of entire cities is prohibited, it is still believed that aerial bombardment can produce certain political dividends for belligerents. In this interview, Richard Overy provides a historical perspective on the evolution of aerial bombardment since the World Wars, and puts in context the use of airpower in contemporary armed conflicts.

To understand how war is perceived and how it has evolved over time, we must first choose the right agent to study: one that is at once involved in the bellicosity, and yet keeps its distance. Such an agent will be better placed to maintain an objective and rational view of developments. The International Committee of the Red Cross (ICRC) would seem to fit the bill. As a humanitarian organization that has been working with the victims of armed conflict for more than 153 years, the ICRC has plenty of experience of war, yet it preserves its ability to interpret critically in its capacity as non-belligerent. It is therefore in a position to grasp the evolution of mankind's oldest activity over one and a half centuries – a period during which warfare has undergone incredible and deadly transformations in conjunction with technological breakthroughs and the rise of extremist political ideologies. On top of this, the ICRC was itself, in its early days, made up of people who had experienced war in one way or another. Of the five members who decided to found the organization in February 1863, three had personally experienced armed violence to varying degrees. This fact also made the nascent organization uniquely entitled to voice its views on a subject of which it had empirical experience.

The Chugoku Shimbun is a daily newspaper based in Hiroshima, the city that experienced the first nuclear attack in human history. Founded in 1892, with a circulation of 620,000, the Chugoku Shimbun is one of Japan's leading regional newspapers. On 6 August 1945, an atomic bomb exploded above the city and citizens of Hiroshima. The bomb's powerful blast, heat rays and radiation annihilated the city, killing more than 100,000 people, including those who had succumbed to injuries and illness by the end of 1945. Those who managed to survive lost not only loved ones but also their homes, schools and workplaces. They endured the chaos of the postwar period and rebuilt the city. The Chugoku Shimbun has always stood beside the people of Hiroshima as a newspaper company that also endured the tragedy, and it worked hard to support the city's reconstruction in the aftermath of the atomic bombing. Furthermore, it has long pursued a variety of distinctive efforts to help realize a world without war and nuclear weapons.

In this issue, the Review wanted to give a voice to different perspectives on the principles guiding humanitarian action. The Chinese Red Cross is an interesting example of a member of the International Red Cross and Red Crescent Movement operating according not only to the seven Fundamental Principles of the Movement, but also to three additional values (or “spirits”), namely humanity, fraternity and dedication. Whereas the Fundamental Principles serve as institutional rules and provide operational guidance, the three spirits serve as an ideology for members of the Chinese Red Cross. In addition, over the last few years, the Chinese Red Cross has become more and more involved in disaster response operations abroad (for instance, in the response to Typhoon Haiyan in the Philippines in 2013 and the earthquake in Nepal in 2015), as well as in China. It is expected that Chinese disaster response organizations will be increasingly involved in future international crises. The Review spoke to Mr Ma Qiang, former Executive Vice-President of the Shanghai branch of the Chinese Red Cross, the oldest Red Cross branch in China, to find out more about how he sees the evolution of the humanitarian sector and the challenges to principled humanitarian action in today's world.

This selection of photos is meant as an appeal from the Nagasaki Atomic Bomb Museum to remember the atomic bombing of Nagasaki on 9 August 1945. It was compiled by museum director Akitoshi Nakamura based on the collection at the Nagasaki Atomic Bomb Museum.1 Readers are invited to visit the Nagasaki Atomic Bomb Museum and spend some time viewing its collection of over 1,000 photographs and remnants from the city at that time to get a sense of what happened before and after the atomic bombing that summer seventy years ago, and how devastating the atomic bomb's destructive effects were.

Although the South African War was a colonial war, it aroused great interest abroad as a test of international morality. Both the Boer republics were signatories to the Geneva Convention of 1864, as was Britain, but the resources of these small countries were limited, for their populations were small and, before the discovery of gold in 1884, government revenues were trifling. It was some time before they could put even the most rudimentary organization in place. In Europe, public support from pro-Boers enabled National Red Cross Societies from such countries as the Netherlands, France, Germany, Russia and Belgium to send ambulances and medical aid to the Boers. The British military spurned such aid, but the tide of public opinion and the hospitals that the aid provided laid the foundations for similar voluntary aid in the First World War. Until the fall of Pretoria in June 1900, the war had taken the conventional course of pitched battles and sieges. Although the capitals of both the Boer republics had fallen to the British by June 1900, the Boer leaders decided to continue the conflict. The Boer military system, based on locally recruited, compulsory commando service, was ideally suited to guerrilla warfare, and it was another two years before the Boers finally surrendered. During this period of conflict, about 30,000 farms were burnt and the country was reduced to a wasteland. Women and children, black and white, were installed in camps which were initially ill-conceived and badly managed, giving rise to high mortality, especially of the children. As the scandal of the camps became known, European humanitarian aid shifted to the provision of comforts for women and children. While the more formal aid organizations, initiated by men, preferred to raise funds for post-war reconstruction, charitable relief for the camps was often provided by informal women's organizations. These ranged from church groups to personal friends of the Boers, to women who wished to be associated with the work of their menfolk.

This article examines the meaning and purpose of the Fundamental Principles of the Red Cross and Red Crescent Movement during and after decolonization. This was a period when the character of conflict experienced far-reaching changes, when the limitations of international humanitarian law were sharply exposed, and when humanitarian organizations of all kinds – the International Committee of the Red Cross included – redefined their missions and mandates. The Fundamental Principles were caught up in these processes; subject to a resurgent State sovereignty, they were both animated and constrained by the geopolitical forces of the era. The article pays particular attention to the politicization of the Principles in the contexts of colonial counter-insurgency, political detention and transfers of power.

In this interview, conducted after their visit to Hiroshima, President Peter Maurer and President Tadateru Konoe reflect on the human cost of nuclear weapons and present the perspective of the International Red Cross and Red Crescent Movement on the Conferences on the Humanitarian Impact of Nuclear Weapons in Oslo, Nayarit, Mexico and Vienna, and the challenges ahead for nuclear disarmament.

“Classical” or “Dunantist” humanitarianism has traditionally been constructed around the core principles of neutrality (not taking sides) and impartiality (provision of assistance with no regard to ethnicity, religion, race or any other consideration, and proportional to need), plus the operational imperative (rather than a formal principle) to seek the consent of the belligerent parties. These principles, whilst never unchallenged, have dominated the contemporary discourse of humanitarianism and have been synonymous with or at least reflections of a presumed essential, enduring and universal set of humanitarian values. This paper offers a more dynamic and changing vision of the content of humanitarian action. It maps the origins and content of the “new humanitarian” critique of the humanitarian sector and principles and argues that this has both misrepresented the ethical content of neutrality and obscured what amount to significant operational adaptations that leave traditional humanitarianism well prepared for the contemporary operating environment.

The Great War was globalized and totalized1 by the inclusion of colonial and newly independent people from all over the world and of civilians, old people, women and children. The European war became a laboratory for all the suffering of the century, from the extermination of the Armenians to the refugee crisis, the internments, and the unending modernization of warfare.

In this article, the highly destructive potential of global nuclear arsenals is reviewed with respect to nuclear force structures, evolution of nuclear capabilities, modernization programmes and nuclear war planning and operations. Specific nuclear forces data is presented for the United States, the Russian Federation, Great Britain, France, China, Pakistan, India, Israel and North Korea. Hypothetical, escalatory scenarios for the use of nuclear weapons are presented, including the calculated distribution of radioactive fallout. At more than seventy years since the atomic bombings of Hiroshima and Nagasaki and twenty-five years since the end of the Cold War, international progress on nuclear arms control and disarmament has now nearly stalled, with the emphasis shifting to modernizing and maintaining large inventories of nuclear weapons indefinitely. This perpetuates a grave risk to human health, civil society and the environment.

The Battle of the Dardanelles is one of the key episodes of World War I on the Ottoman front between the British, the French, the Australians and New Zealanders on the one side, and the Ottoman army under German command on the other. Immediately after the Great War, the former belligerents engaged in another war, which protracts up until the present day: allegations of violations of the rules of war are mutually addressed, in order to become a salient element of political propaganda. Through the analysis of the major controversial issues (use of dum-dum bullets and asphyxiating gases, attacks on non-military objects and sites, treatment of prisoners of war) and the study of various sources (official documents, correspondence and reports issued by belligerent forces, memoirs of Dardanelles’ veterans, ICRC reports) this article scrutinizes two crucial questions. Were the rules of war taken seriously on the battlefield? Was the law instrumentalized by the belligerents?

Humanity is at once the most universally and uncritically accepted humanitarian principle. It is not, however, without controversy. This article defines the principle of humanity and then explores its inherent tensions, related to universality and particularism, inclusion and exclusion, and equality and inequality. The article concludes with a call to operationalize and concretize humanity through three sets of transformative practices and everyday actions. Together these embody the relational nature of humanity, and suggest ways forward in reforming humanitarianism.

This paper argues that pursuing negotiations in good faith on effective measures for nuclear disarmament is a legal obligation, not a foreign policy option. Drawing on the New Agenda Coalition paper of April 2014, which identified some pathways by which nuclear disarmament might be pursued, this paper identifies and analyzes international legal issues raised by each of those pathways. The paper concludes by explaining why legal analysis and discussion are important even in the absence of a settled political commitment to nuclear disarmament.

The Charter of Médecins Sans Frontières (MSF), the guiding document for all of the organization's members, states in the final paragraph that volunteers “understand the risks and dangers of the missions they carry out”. Through a review of the different periods in the history of MSF, this article analyzes the changing interpretations that the organization's successive leaders have given to this reference to the acceptance of risk by individuals. The professionalization and expansion of MSF, coupled with its diversifying volunteer base and the changing international environment, have required constant renegotiation of the balance between institutional and individual responsibility for the dangers faced in the field. No doubt this process is far from over.
