In this wide-ranging conversation, six scholars of South Africa detail threads of continuity and change in the historiographies, popular memories, archives, research agendas, methodologies, and within the South African academy and historical professional since the end of formal apartheid in 1994.

Much of West Africa (and particularly the Sahel) may be once falling again under military government. This essay asks what, if anything, historians of Africa can contribute to an understanding of this phenomenon. I argue that writing the history and understanding the memory of military government will entail a renewed approach to political history and social theory. It will also entail confronting — just as so many citizens are currently doing — the peculiar failures of democracy in Africa's neoliberal era.

How has water shaped the history of a region that is bordered by ocean, brimming with ephemeral rivers, and yet prone to drought? This article explores water histories in Southern Africa over the past two hundred years. Using oral traditions, epic poetry, archival sources, and secondary anthropological and archaeological literature, I examine how Africans and Europeans related to, claimed, and used different bodies of water. In the first section I discuss how water was central to isiNguni conceptions of social and political life. In the second section I discuss how European empires used water to enclose and dispossess African land and to build hydropolitical colonial orders over the nineteenth and twentieth centuries. I conclude by reflecting on afterlives of these water histories in the present.

This article analyzes the transformation of an image of ritual violence on the Kenyan coast from the sixteenth century to the present. Drawing on a range of sources, it shows how understandings of “mung'aro” — a ritual of senior male initiation among Mijikenda-speaking peoples — changed as it became an object of inquiry for generations of missionaries, explorers, colonial administrators, local intellectuals, and foreign historians and anthropologists. In the mid-twentieth century, mung'aro became a key feature of Mijikenda traditions of origin in Singwaya, but in such a way that it reversed the direction of a specific form of ritual violence described in nineteenth-century traditions. By focusing on the transposition and recombination of ritual motifs across practical and discursive modalities (namely, ritual and narrative), this article offers a new approach to “the limits of invention” regarding traditions of origin.

In 1945, actions which have been understood as strikes against wartime inflation occurred across colonized Africa: this essay identifies a deeper motivation in the events which happened in the Uganda Protectorate in early 1945. An understanding that people had a moral responsibility to act, and leaders had a moral responsibility to see them, to listen, and to respond led from a mobilization of workers on town streets, to efforts to see wrongful deaths acknowledged, to gatherings in the courtyard of the Buganda king in which he was almost overthrown. In each of the three stages of the protest, Ugandans of different ethnicities asserted an ethic of mutual obligation which acknowledged no boundary between the political and the economic, spoke to authority with an expectation that they would be heard, and drew on enduring knowledge of politics as well as a range of new ideas to solve the problems they confronted.

Although the Lower Kasai was identified by Jan Vansina as a likely center for highly complex societies, he failed to recognize that sixteenth-century sources had mentioned the Empire of Mwene Muji as a large polity in that region. Studying the well known and recently discovered literature on West Central Africa, as well as a critical study of oral tradition, shows considerable evidence for the antiquity and existence of Mwene Muji.

Focusing on the first decades of the twentieth century but acknowledging longer-term patterns of circulation, this paper discusses how cattle, historically occupying important meanings and roles in the lives of African agropastoralists, was commodified and marketed in southern Mozambique just as Lourenço Marques became the new capital of Mozambique. Highlighting the relations that consolidated between the capital and surrounding cattle-rich areas in a period marked by cattle disease but also the First World War and the Great Depression, the paper looks at the role of different agents and bodies involved in the emerging beef market. Ultimately, the paper shows how African agropastoralists, the main cattle producers in the region, resisted these conditions and tried to engage with markets on their own terms, even in the face of their dwindling control over the different factors that influenced the size and quality of their herds.

During the Nigerian Civil War, France became the main supplier of military assistance to the secessionist Biafra. In a neo-imperial pursuit to weaken the potential regional hegemon Nigeria, it secretly provided arms and ammunition to the Biafrans in collusion with Côte d'Ivoire and Gabon. Yet the driving force behind this Franco-African arms triangle was not the Elysée, but the Ivorian president Félix Houphouët-Boigny. Newly unearthed documentary evidence from French archives enables this article to break new historiographical ground: firstly, to show the Elysée's sheer reluctance to militarily assist Biafra and lack of a coherent policy in doing so; secondly, to confirm Houphouët-Boigny as the “mastermind” behind the arming of Biafra, as well as to identify his Cold War motivations; thirdly, to uncover Gabonese president Omar Bongo's increasing agency and influence in the scheme; fourthly, to demonstrate that it was the Ivorian and Gabonese presidents who transformed the arms triangle into a square by bringing the Rhodesians and, especially, the South Africans in; and, finally, to retrace the emergence and functioning of the “African-French” military assistance to Biafra at the policy level not only from Paris's, but also Abidjan's and Libreville's perspectives.

In January 1967, under the infamous military head Joseph-Désiré Mobutu, the Democratic Republic of Congo nationalized its mining industry based on anticolonial rhetoric of “economic sovereignty.” Only two years later, the same Mobutu government welcomed foreign companies and investors with open arms to the inaugural Foire Internationale de Kinshasa. Even at this crucial postcolonial moment when ideas of economic independence and self-sufficiency had become so highly valued, an attachment to — even affinity towards — foreign capital persisted throughout Congolese politics. This article explores the political and intellectual tensions that arose from the postcolonial utilization of foreign capital for state consolidation and synthesizes these contradictions into a broader understanding of early development approaches in Mobutu's Congo. In contrast to those who have framed the Congolese leader's ideology as a rearticulation of colonial logics or the authoritarian whims of an individual, I argue that these early notions of Mobutist development should be understood as a kind of “worldmaking,” emerging from an anticolonial ideology that asserted Congo’s economic sovereignty while simultaneously inserting itself into the global streams of finance. By tracing the Mobutu government's fluctuating relationship to foreign finance, this research offers a longer history of the “neoliberal moment” in Congo — one in which the intellectual underpinnings for liberalization had percolated in Congolese nationalist politics for several decades.

In the late 1970s and early 1980s, the terrain of the diplomatic and security landscape of Southern Africa shifted dramatically. South Africa declared various Bantustans “independent,” but they were not recognized by other countries. Small regional states like Lesotho increasingly took more combative diplomatic stances, aided by Cold War connections and, in this case, a local border dispute. This article examines a proposed ski resort that South Africa wanted to build in the QwaQwa Bantustan on Lesotho's border starting in 1975. Because of Lesotho's diplomatic and military escalation, the Khoptjoane resort was never built, but the lengthy dispute contributed to the sidelining of the apartheid regime's diplomats in favor of its securocrats. Thus, we argue the failed ski resort contributed to the atmosphere in which Pretoria greenlit the Maseru Massacre of 1982, presaging the apartheid regime's increased 1980s willingness to use its military superiority against township residents and Southern African neighbors alike.

During its decade-long war (1964–74) against Portuguese colonialism, Frelimo developed a language to express the style in which it imagined the nation. On taking power in 1975, Frelimo used this language — its watchwords — to signal the shared identity it aimed to instill within Mozambique. Frelimo asked Mozambicans to live in the future tense: to turn away from familiar idioms of belonging and embrace a sense of self and other untethered to past or present. The misalignment between this vision and its reception is most evident at local levels of administrative action, where people at lower rungs of the state received Frelimo's watchwords and creatively applied them, transforming ideas into practices. Many Mozambicans were unable or unwilling to accept Frelimo's vision, and as civil war engulfed more of the country in the early 1980s, Frelimo abandoned this nationalism, exchanging it for an idea of national community people could more easily imagine.

In this article, we demystify the South African Defence Force’s 32 Battalion and de-exceptionalize the apartheid military by connecting it to other colonial military communities, and apartheid governance more broadly. Drawing on oral history, autoethnography, and archival documents, we demonstrate the highly unequal, yet mutual, reliance of white authorities and elite Black women in the haphazard and improvised nature of apartheid military rule. Most women arrived at the unit's base, Buffalo, as Angolan refugees, where white military authorities fixated on their domestic and family lives. We examine the practical workings of military rule by considering three nodes of social surveillance and control. Elite Black women, known as “block leaders,” served as intermediaries, actively participating in the mechanics of military rule while also using their position to advocate for their community. Finally, we consider the ingrained violent patriarchal nature of life in the community by highlighting the nature of women's precariousness and labor.

This study discusses the processes of increasing social malaise and an “oppositional mood” in the Cape Verdean island of Santo Antão, where growing frustration between 1975 and 1990 led to the building of massive political opposition against the single-party regime in the archipelago. Early scrutiny of the shortcomings of independent administration, anger about the installation of a new police force, resettlement schemes, a failed agrarian reform, regime violence to achieve that reform, and a generalised mood of decline in the second half of the 1980s, constitute different elements explaining the unrest in that island. Based on newly available, local archives as an innovative source, the interpretation of a remote Cape Verdean opposition island also addresses the potential of studying opposition against “winning parties” and regimes after independence in wider regional frameworks, referring to discontent and “oppositional mood” elsewhere in postcolonial (Lusophone) Africa.

In 1975, the Ugandan state established an Economic Crimes Tribunal to investigate and penalize smuggling, hoarding, overcharging, and other commercial malfeasance. In the coming years, innumerable Ugandans were arrested and charged with contravening the state's economic regulations. Prior observers have seen this as another instance of a capricious state, but in this article, I demonstrate the popular investment in economic regulation. Ugandans demanded better stewardship of money and things because they were aghast at the ungovernable world of commodities. For one thing, the inaccessibility of so-called “essential commodities” — sugar and salt, preeminently — impeded ethical expectations surrounding social reproduction, hospitality, and masculine respectability. More troubling, essential commodities were not completely unavailable; rather, they were available on exclusionary and confusing terms. Relative deprivation was more upsetting than absolute scarcity because it offended a sense of consumptive entitlement. As a result, it was not only the state that accused citizens of economic crimes. There were widespread accusations in which allegation and denunciation circulated among neighbors, families, and bureaucrats in an urgent effort to discipline commodities and people.

The central role of Gold Coast societies, ports, and cities in the emerging Atlantic circuit is critical to understanding the history of the Atlantic world. The study of the causes and effects of Gold Coast societies’ transition from African polities and economies to transatlantic entrepots and trading emporiums and their subsequent impact on the Americas has been the hallmark of Ray Kea's scholarship. Since the beginning of his career, Kea has been a significant contributor to the study of the African Atlantic, and the field's various debates and disciplinary evolutions. While many scholars of the Gold Coast recognize Kea's work as foundational to scholarship on the Gold Coast, engagement with his work has not been rigorous. Kea is often cited in bibliographies and aspects of his work have served as benchmarks for other forays into Gold Coast histories. However, there is a need to go beyond an appreciation for Kea as a trailblazer, passing reference of his scholarship, and bibliographic citation of his work to a more thorough and consistent discourse with his major ideas and propositions. Kea has been, for example, adept at integrating innovations and ideas in various disciplinary arenas. He dexterously applies Marxist and postmodernist theories, diverse historiographies of the Atlantic world, and conceptual tools to traditional archival and oral historical data in his analyses of Gold Coast and diasporic societies. This review essay argues for Kea's importance and the need for a deeper engagement with his work in the field by putting his work into conversation with both classic Atlantic historiographies and recent scholarship that has built off Kea's.
