Most scholars agree that candidates’ use of negative campaigning is based on rational considerations, i.e., weighing likely benefits against potential costs. We argue that this perspective is far too narrow and outline the elements of a comprehensive model on the use of negative campaign communication that builds on personality traits, values, social norms, and attitudes toward negative campaigning as complementary mechanisms to classical rational choice theory. We test our theoretical assumptions using candidate surveys for twelve state elections in Germany with more than 3,100 candidates. Our results strongly suggest that negative campaigning goes beyond rational considerations. Although benefit–cost calculations are the primary driver of the decision to attack the opponent, other factors are also important and enhance our understanding of why candidates choose to engage in negative campaign communication. Our findings have important implications for research on candidate attack behavior.

The higher-educated were long supposed to be winners of technological change, but recent evidence indicates that they feel (and are) increasingly exposed to the risk of technological redundancy. Based on what is known about how lower- to medium-skilled workers respond to technological exposure, this new sense of vulnerability among the higher-educated could have significant political effects – specifically increased support for right-wing populist parties – but empirical evidence on this is still lacking. I address this gap and investigate the effects of technological vulnerability on the party preferences of the higher-educated using survey data from the 2022 Risks that Matter survey. I find that feeling technologically vulnerable does indeed increase support for populist right-wing parties and reduce support for left parties among the higher-educated. I also conduct mediation analyses to explore the mechanisms behind these patterns and find evidence for a significant but substantively small mediation effect of social policy preferences.

Comeback prime ministers (CBPMs), who return to office after a break, have been a notable, but conspicuously understudied, feature of several parliamentary democracies. This article provides the first ever comparative study of CBPMs. To make sense of the varying frequency of CBPMs in 18 established democracies from 1945 to 2024, we refer to competing party rationales of (re-)selecting prime ministers in different contexts, with the latter shaping the former. Apart from powerful presidents in semi-presidential regimes, the frequency of early replacements of prime ministers, the scope of alternations of the prime minister’s party, and the degree of intraparty personalization offer plausible explanations for the cross-national and temporal variation of prime-ministerial returns. While CBPMs have become less common since 1990, the remaining cases include some particularly powerful party leaders, underscoring the continuing importance of this neglected feature for understanding chief executive selection in established parliamentary democracies and beyond.

Recent studies suggest that value orientations, both pro-environmental values and concerns and left–right ideology, strongly predict climate policy support in some settings, but not in others, and that institutional quality determines the strength of these associations. These studies are based on a limited number of countries and do not investigate the mechanisms at work nor what aspects of quality of government (QoG) matter more specifically. Analyzing data from 135 European regions across 15 countries, this paper finds that QoG moderates the relationships of pro-environmental values and left–right ideology with climate tax support and suggests that political trust is an underlying individual-level mechanism. Moreover, corruption seems to be the most important aspect of QoG for policy support. In regions where corruption is prevalent and trust in state institutions is low, support for climate taxes is low even among those who are generally concerned about the environment and climate change and who favor state intervention. The study suggests additional analyses, adopting quantitative and qualitative approaches, to inform policymakers on how to increase public support for climate taxation and improve policy designs to mitigate policy concerns across various segments of the population.

How should a democratic assembly be designed to attract large and diverse groups of citizens? We addressed this question by conducting a population survey in three communities with institutionalized participatory deliberative democracy in Switzerland. To examine participatory disposition in light of both individual characteristics and design features of the assembly that citizens contemplate joining, the survey comprised a conjoint experiment in which each respondent was asked to indicate his or her likelihood of participating in democratic assemblies with varying design features. The main result is that design features emphasizing the communitarian character of the assembly increase citizens’ willingness to participate, especially among disengaged citizens. Moreover, citizens were found to be less attracted by both very consensual and very adversarial meeting styles. Rather, we found meeting styles combining both controversy and consensus to be most favorable to assembly turnout. The implication is that practitioners of participatory or deliberative democracy must engage in community-building to foster turnout and inclusiveness in democratic assemblies.

In Europe, the integration process has domesticated international relations, safeguarded member-states’ democracies, and enabled collective action and supranational problem-solving. It has brought about the European Union (EU) and a democratic ‘surplus’. How has this been possible when the binding effect of EU law is grounded neither in the sovereign’s monopoly on power at the European level nor in the final decision-making authority of the EU? An answer to this puzzle is found in the fact that a public coercive framework has been established, which aims at solving the indeterminacy and assurance problems facing international cooperation. The enabling condition of sovereignty is replaced by those of co-legislation and a binding judicial process. The latter creates reasons for deference to legitimate authority and hence a compliance condition. However, since the Union falls short of meeting certain democratic standards, oversteps competences, and is plagued with inertia, there is a call for constitutional reform.

Societies are experiencing deep and intertwined structural changes that may unsettle perceptions European citizens have of their economic and employment security. In turn, such perceptions likely alter people’s political positions. For instance, those worried by labour market competition may prefer greater social protection to compensate for the accrued risk, or prefer more closed economies where external borders provide protection (or perceived protection). We develop expectations about how such distinct reactions can emerge from distinct labour-market risks of globalization, or automation, or migration. We test these expectations using a conjoint experiment in 13 European countries on European-level social policy. Results broadly corroborate our expectations on how different concerns about sources of labour market competition yield support for different features of European-level social policy.

The rise of populist parties in Europe has generated an enormous amount of academic literature. Previous research has thoroughly examined the factors contributing to the electoral success of populist parties. Surprisingly, very little attention has been paid to the role of decentralization, one of the most widespread forms of governance in the world. This paper aims to fill this gap by presenting a theoretical and empirical account of the effect of decentralization on the electoral fortunes of populist parties in Europe. Using aggregated data from election results in 30 European countries, this paper puts competing hypotheses to the test. I argue that the mechanism linking decentralization and populist parties’ national election results is, in fact, indirect and depends on the existence of a regional tier of government. Results suggest that having representation in subnational parliaments plays a significant role in the national success of populist parties, and this effect is contingent on the degree of regional authority.

This study uses a rational choice approach to argue that an under-theorized and rarely tested cause of governmental discrimination against religious minorities is its popularity. Specifically, we argue that self-interested politicians are more likely to enact discriminatory policies when they believe said discrimination will be popular. These policies, in turn, have payoffs via increased public perceptions of governmental legitimacy. Using the Religion and State project, round 3 and World Values Survey data for members of the majority religion between 1990 and 2014 in 58 Christian-majority countries, we demonstrate that prejudice against members of other religions predicts increased governmental religious discrimination, which is, in turn, associated with higher confidence in government, legislatures, and political parties. While our results are specific to discrimination against religious minorities, this suggests that when discrimination against minorities in general is popular, politicians are likely to oblige.

This article examines the relationship between term limits in parliament and “electoral disconnection,” the notion that legislators constrained in their ability to run for office face diminished incentives to perform strategic activities to boost their chances of securing candidacy and re-election. We leverage the case of the Italian Five Star Movement’s party-imposed limit of two terms for affiliates seeking to gain or retain a parliamentary seat. We exploit an original dataset of parliamentary activities covering both chambers of the Italian Parliament between 2013 and 2022. We estimate a series of mixed-effect regression models to assess the performance of MPs who were elected in 2013 and re-elected in 2018. In line with our expectations, the evidence suggests that term-limited representatives serving their second mandate tend to become less productive when it comes to “electorally lucrative” activities and more prone to rebelling than their non-term-limited colleagues. These findings contribute to our understanding of the incentives that drive parliamentary behavior.

Previous research has shown that positive perceptions of government performance are linked to higher levels of citizens’ support for democracy. However, the policy response to the COVID-19 crisis presented a unique paradox as relative success in preventing the virus spread depended on expanding executive powers, often at the cost of individual freedoms. Exploring this paradox, we investigate whether the link between perceptions of government performance and support for democracy holds in a situation where positive performance essentially means a restriction of freedoms. Using original survey data from seven European countries, we show that notwithstanding the democratic sacrifices, people with positive evaluations of the government’s response are more likely to maintain support for the democratic system. Nevertheless, people weighed responses to the health domain more heavily than to the economic domain, suggesting that the output legitimacy – democratic support link varies across domain-specific evaluations.

This article discusses reproductionist perspectives that assume there is little local participatory institutions can do to address the underrepresentation and the domination of some social groups. While there is also empirical basis to be skeptical, the evidence suggests that, occasionally, the reproduction of class inequalities can be counteracted. This encourages us to consider the conditions that favor greater participation of working-class, economically and culturally disadvantaged people. Comparing evidence from various studies in a range of countries, the article argues that certain contextual factors and inclusion tools produce higher rates of mobilization and more egalitarian deliberations. Specifically, the article focuses on the effects of three conditions: a) special mobilization efforts; b) design choices and inclusion tools; and c) the broadening of the political subject through cultural mobilization. As well as reflecting on the shortcomings of these factors, a new research agenda for social equality in participation is also proposed.

In this paper, I examine the relationship between community-level exposure to war losses and long-term patterns of electoral behaviour. Using novel data that identifies and geolocates all French soldiers who died during World War I, I show that communities that experienced higher death rates exhibit greater levels of electoral support for the far-right. Subsequently, I provide both theoretical and empirical evidence on how such persistent effects propagate: communities more exposed to the horrors of war develop stronger in-group preferences at the expense of the out-group. In cases like France, where the in-group is defined primarily in terms of the nation, this preference translates into a higher demand for nationalism, which is supplied by far-right political parties.

The article examines the key factors influencing women’s electoral success in European Parliament (EP) elections. We present a new conceptual approach and a novel model that simultaneously incorporates trends in party characteristics, institutional and socio-economic factors and cross-country trends in women’s representation. The model provides a comprehensive analysis of the relationships between party-level and Member State-level factors and the election of women to the EP. The study is based on an original dataset of 450 observations on national political parties from all Member States, spanning four European elections from 2004 to 2019.

Our results show that party characteristics such as incumbency rates, party size and ideological orientations (i.e. the party’s position on the GAL-TAN scale or its attitude towards European integration) play a key role in shaping women’s representation. This article provides novel insights into the unique features of Central and Eastern Europe, elucidating divergent patterns of women’s electoral prospects in conservative and progressive parties in Western democracies and Central and Eastern European post-communist EU Member States.

Generation Z is the most educated and yet pessimistic about the future. At the same time, populist parties have much support among young voters. Do they find an answer to their discouraging socio-economic situation in populist appeals? In this article, we analyse how pessimistic economic expectations shape the preference for populist parties among the young in Spain. By using conjoint experiments, we explore which specific features of populist parties (‘thin’ or ‘thick’ characteristics) are decisive in attracting young and pessimistic voters. Unlike older generations, for whom immigration is the most relevant factor, Generation Z, especially the pessimistic, focuses more on the thin ideological elements of populism. This finding contradicts previous experimental studies, which argue that thin populist characteristics are irrelevant in explaining the general population’s voting behaviour. Ideology plays a significant mediating role, as young pessimists on the left tend to be attracted by anti-elitism, while those on the centre-right by people-centrism.

I investigate why some countries were more successful in containing the death toll than others during the COVID-19 pandemic. I focus on the role of socialism and on the existence of long-term regime-driven legacies that may have had an impact on the containment of COVID-related deaths. I claim that countries that went through successful socialist revolutions have specific features that equip them with better resources to cope with public challenges such as pandemics. Furthermore, these features remain even after the demise of the socialist regime. I find a positive effect of socialist revolutions over COVID-19 containment at the country level. I investigate three possible causal mechanisms for this relationship: authoritarianism, state capacity, and mass mobilization. Through mediation analysis, I find the socialist legacy seems to be channeled through higher levels of mobilization and also more authoritarian institutions.

The transformation of the Belgian party system has unfolded asymmetrically: while conservative and far-right parties have thrived in Flanders, the populist right vote has not (yet) been mobilized in Francophone Belgium. Focusing on the demand side of electoral politics, this article explores whether these disparities on the supply side mirror distinct political dimensions and cleavages in both regions. By using an innovative methodology of (class-specific) multiple correspondence analysis, we find that the Flemish and the Francophone political space are largely alike – both in terms of the composition of their political dimensions as in their cleavage structure. However, we also find that Francophones adhere to a distinctive welfare consensus, which prevents working-class embourgeoisement and likely moderates the electoral fortunes of the far right. Overall, our results challenge the common stereotypes of a ‘conservative Flanders’ and a ‘progressive Wallonia’.

Can public diplomacy in times of crisis shape citizens’ attitudes towards international politics? Using a survey experiment in Italy, we evaluated whether information cues about public diplomacy efforts by the United States and China to assist the country in dealing with the COVID-19 emergency shifted the importance citizens attached to Italy’s international allies being democracies. We found that citizens who receive positive cues about USA efforts to assist Italy report a stronger preference for Italy interacting with democracies. At the same time, when they received positive cues about China’s efforts to assist Italy, they discounted the importance attached to international allies being democracies. We further found that these effects are conditional on the participants’ support for democracy at home. We argue that these findings are consistent with a cognitive dissonance framework where citizens update their attitudes to decrease dissonant cognitions when they receive information that challenges prior beliefs or expectations.

In this study, we investigate how eco-social attitudes are interlinked with various modes of political action aimed at preventing environmental change and promoting social welfare. Using multiple correspondence analysis and cluster analysis, we explore the links between attitudes and political action, and associated socio-political characteristics, in the case of Sweden. Our results show a three-node pattern forming a political action triangle: individuals expressing joint support for social welfare and environmental concerns are most actively engaged in political action, while those supporting environmental concerns are sympathetic to take part in political action without actually participating, and those supporting social welfare or expressing low support for either set of concerns seem overly reluctant towards all types of political action. This pattern, which is also tied to distinctive socio-political characteristics, has wider implications for understanding the agency and the mobilization of support for tackling the multiple ecological and social crises contemporary societies are facing.
