The YIHL's general policy is to prefer documents to which access might otherwise be difficult, in particular regarding state practice, or which are particularly topical and relevant to the readership. In general, we will tend not to publish documents that are easily and widely available, although we may make exceptions, particularly where the material supports an article in the yearbook. The documents are reproduced as we have received them, although some may be in a slightly condensed form. All spelling, grammatical and layout irregularities are therefore in the original. The source of the document and translation, where applicable, is indicated alongside each document. The titles of documents listed in the table of contents infra at p. 677 are not the exact titles. The latter appear alongside the particular documents. Regarding footnotes, the number placed in square brackets is the number of the footnote in the original document.
