* I was more cautious than Pleasants because of the possibility that the first introduction of a new kind of weapon might ineluctably and by necessary steps lead to the acceptable use of lethal and indiscriminate gases. If, I said, the first use of incompacitants is already an act out of control, it is inordinate (disproportionate) and "ought never be done no matter how humane it may be in the first instance."
