We describe and analyse how Newcastle was transformed from a relatively stagnant British city at the dawn of the nineteenth century to one of the most vibrant cities in the world by the early twentieth century. We use two frameworks to chart and explain this momentous change: Wallerstein's model of hegemonic cycles to locate Newcastle's late development in a world-historical context, and Jacobs’ theory of city economic growth to understand the processes of change within the city and its region. These lead to an empirical focus on three investigations: first, how Newcastle grew geographically to become a multi-nodal city region (Tyneside plus Wearside); second, how the Newcastle city economy grew and developed into a very complex division of labour; and third, how this generated a new modern metropolitan cultural world.

Taking the office of the coninc der ribauden in Ghent as a case-study, this article reconstructs the enforcement of urban sanitation and preventative health practices during the fourteenth and fifteenth centuries. The coninc managed a wide range of issues perceived as potentially polluting, damaging or threatening to health. Banning waste and chasing pigs as well as prostitutes off the streets, the office implemented a governmental vision on communal well-being. Health interests, as part of a broader pursuit of the common good, therefore played an important yet hitherto largely overlooked role in medieval urban governance.

Between 1950 and 1971 Birmingham City Council built 464 housing blocks of five or more storeys. The city pursued parallel programmes of building high-rise flats both in the central areas on slum cleared land and in its suburbs on greenfield sites. Examining Birmingham's post-war suburban housing programme, this article suggests that the use of high-rise in suburban areas represented an important change in the nature of British cities, both in the use of a particular building type on the urban fringe and also in the location of high-density workers' housing far outside of the city core.

Walking is a neglected topic in the history of transport and mobility in cities. The four articles in this special section demonstrate the importance of travel on foot in nineteenth- and twentieth-century cities in four different countries, and reveal the ways in which pedestrian mobility has persisted despite the development of a car-dominated society. Together they provide important new evidence on a neglected topic and hopefully pave the way for further research on this theme.

In the last decade an area of urban history receiving increasing attention has been that of crime and, in particular, nineteenth-century crime. For those social scientists whose main interest is the study of lower-class life the study of crime has become increasingly fashionable. However, the study of crime is the study of the whole of society and the relationship of the various classes within that society. That law-makers create law-breakers is axiomatic and the study of crime is, therefore, not just the study of criminals but also of the institutions which defined them as criminals. For too long it has been implied that studying criminals is the study of a subset of lower-class life. This is a reflection of the fact that research is largely a middle-class occupation and so researchers bring to their work their own middle-class perception of society. The result is the automatic acceptance that crime consists purely of larceny, burglary, assault, rape and murder while overlooking the middle-class crimes of fraud, embezzlement, tax evasion, offences against the Companies Acts, Consumer Protection Acts and Factory Acts.

It is nearly two decades since Tony Wrigley first discussed the possible effects that the experience of London life may have had on changing the society of seventeenth-century England. Despite some excellent work on certain aspects of London's social history, however, his qualification still stands: ‘too little is known of the sociological differences between life in London and life in provincial England to afford a clear perception of the impact of London's growth upon the country as a whole’. Among the obstacles to this latter goal are that metropolitan and provincial society are often seen as qualitatively different and, perhaps in consequence, comparisons between the two have not been seriously attempted. What is needed is a model which might serve to embrace the experiences of both urban and rural inhabitants within a common framework.

Between 1868 and 1950, when meat production facilities were expelled from the city of Buenos Aires, Argentina became one of the largest producers of meat in the world. Beginning in 1945, bringing the city into the countryside and the countryside into the city, agriculture was instrumentalized as an urban function. Revealing the convergence of two usually separated movements – hygenics and eugenics – the meat industry in the province of Buenos Aires created a scientifically supported arena for the biopolitical appropriation of human and non-human resources, bearing out a unified ideology of medicalization, aestheticization, urbanization and productivity.

Early modern European capitals competed to demonstrate their imperial status, and contemporary urban praise often drew comparisons between them, situating these cities within a shifting hierarchy. Authors frequently combined actual perceptions of cities with metaphors of a New Rome and other classical motifs. This article explores how various writers asserted Lisbon's greatness and civic identity within this shared comparative European discourse. More particularly, it shows how they defended its changing political status as a capital while also developing a strong commercial discourse that centred on the city as an emporium. Views and descriptions of Lisbon and its port paralleled contemporary descriptions of London in particular, as both cities were increasingly defined as paradigms of imperial commerce.

In Japan, department stores and public markets grew rapidly from the early twentieth century, and these had significant impacts on both consumers and traditional retailers. Despite pressures from the large-scale retailers, however, traditional, small-scale retailers stubbornly survived. As a result, the Japanese retail system in the pre-war period was characterized as ‘the dual structure’. In addition, the government played a critical role in Japan's retail development. These features can be accounted for as reflections of the unique modernization process of the country.

Between 1950 and 1964, as a result of slight federal policy shifts, Cold War civil defence went from a pro-urban policy dedicated to the preservation of communities to an anti-urban policy focused on social control in the wake of an attack. Civil defence volunteers in Baltimore along with some of the city's civil defence paid staff, who had bought the federal message that they could protect themselves and their communities for nuclear war, allied with anti-nuclear activists against an increasingly militarized programme – one that by 1961 prioritized post-attack policing and de-emphasized the imperative to preserve urban neighbourhoods.

Much of our knowledge concerning the ‘urban renaissance’ in eighteenth-century provincial towns comes from a reading of contemporary urban histories. Too often they are referred to purely for their factual information, and insufficient consideration is given to their relationship to the society for which they were written. This article examines in detail the series of histories written in Newcastle over the long eighteenth century. Although the content of these histories can appear formulaic, with considerable borrowings of material, there are significant differences. These reflect the different agenda which the respective authors were addressing and the changing composition of the readership. Urban histories can provide an invaluable insight into the dynamics of urban society and the way in which contemporaries perceived and presented it.

The York House Books provide much-cited evidence of Richard III's relationship with the City of York in 1485, yet the nature and purpose of the House Books has never been satisfactorily explored. Through a focus on the records of a single year (1476–77), this article places their development within the context of new forms of civic bureaucracy in England and France in which the recording of emotions and speech had particular rhetorical and political significance in the reign of Edward IV. This expanding culture of civic literacy led not only to the creation of fuller records of civic politics and events (including the surviving texts of the Corpus Christi drama), but also enabled new forms of political activity.

On the basis of an emerging reassessment of the medieval urban experience in southern Wales, this article seeks to challenge the predominant view of Wales as being overwhelmingly rural before the nineteenth century. The study of Welsh towns has been limited by the survival of sources that in other regions have generated a renewed interest in the study of medieval urban society. Employing unusual sources that are available, generalizations are made here from the findings of case studies of two towns, Haverfordwest and Chepstow, in order to contribute to a regional synthesis of the urban experience in southern Wales. From this regional synthesis it will be possible to compare urban society in late medieval southern Wales with other regions in Britain and Europe in order to determine its particular characteristics, and with implications for later developments.

This article is a case study of the racially mixed, seigniorial borough of Ruthin (modern Denbighshire) in the early fourteenth century. It seeks to explore material inequalities and social aspects of the integration of English and Welsh burgesses in an urban setting. It concludes that whilst a disproportionate quantity of wealth did lie with the borough's English residents, Welsh burgesses enjoyed nearly comprehensive access to the community's wealth-generating and status-affirming activities. And, the behaviour of Ruthin's elites was more strongly dictated by their socioeconomic strata than racial background.

Geographical Information Systems (GIS) are becoming increasingly popular in historical research, especially in urban contexts. However, digitizing historical sources in a way that can be mapped using the Cartesian co-ordinate systems of a GIS is often challenging, especially so in the case of records pre-dating centralized property registers or street numbering. This article explores how the vernacular spatial descriptions used in several case-studies of documents from late medieval and early modern London can be translated and geocoded into GIS compatible co-ordinates in a sympathetic way. Translating this data from a historical spatial paradigm into a modern one unlocks a whole range of new insights into spatial patterns, networks and relationships which would not have been feasible to construct using traditional methods

This paper studies the evolution of urban form in both physical and social manifestations through an examination of the transformation of the Chinese capital from a planned imperial city into a modern metropolis in the early twentieth century. The newly created municipal government sought to modernize Beijing through public works to improve the old urban infrastructure. Consequently, city walls and gates were reconfigured; streets were paved, widened and expanded; and new rules of urban planning and zoning were introduced. Reflecting changes in political power relations, the modernist transformation in the urban built environment was evidently brought about by a combined force of Western influences and Chinese indigenous developments, especially by a shift in ideological allegiance from imperial authority to people's rights, by the state's increasing intervention in urban affairs, and by new technologies transmitted from the West.

While historical interest in the seaside has grown appreciably in recent times, much of the literature remains preoccupied with issues specific to resort towns. This article examines the social dynamics of the seaside town more broadly, through a study of Southend residents in the 1870s and 1880s. It analyses their discussions of working-class tourists and the industries which catered for them, before examining attempts to regulate the use of public space in the town. This is a study of rapid urbanization in a small town, and how social perceptions and relations were reconfigured in this context.

This article examines the expertise and duties of clerks in medieval English towns, particularly their roles in creating custumals, or collections of written customs. Customs could regulate trade, office-holding, prostitution and even public nuisance. Many clerks were anonymous, and their contributions to custumals understudied. The careers of relatively well-known clerks, however, do provide insights into how some clerks shaped custumals into civic repositories of customary law. By analysing their oaths and known administrative practices, which involved adapting material from older custumals, this article argues that town clerks played critical roles in transmitting customary law to future generations of administrators.

Over the past two decades the enumerators' books of the nineteenth-century censuses have rightly become one of the major sources for the study of nineteenth-century social structure. Containing as they do, for the whole population of Great Britain, information on name, residence, marital status, relationship to household head, sex, age, occupation, birthplace and infirmity of sight or hearing, they have made possible a wide range of studies of, for example, patterns of residence, household composition, occupational structure, migration, age of marriage, patterns of education and farm labour utilization. Linked to other sources or bodies of material they have been used in studies of class consciousness, voting, voluntary association membership, property ownership and development, farming, poverty, the employment of married women and servant keeping, to name but a few.

This article shows the centrality of movement – the freedom to move, the inability to move and being forced to flee – to the suburban development of Bombay. The reason as well as the spatio-temporal rhythm of movement differed among population groups inhabiting the city. The early suburbs of colonial Bombay were predicated on the ability of a tiny European elite to move to different parts of the city according to the seasons. By the mid-nineteenth century, their movement would no longer be restricted to the several islands that constituted Bombay. Instead, tracing the governor's footsteps they would move many miles away, from Bombay to Poona during the monsoons, to Mahabaleshwar after the rains and back to Bombay for the cool winter season as the seat of governance shifted according to the season. In late nineteenth-century Bombay, the growth of the mill industry would force Europeans to retreat to other areas of the city from their former suburban homes, which were now transformed into mill districts. In contrast to the freedom of movement that underlay the early foundation of European suburban development in Bombay, Indian suburban development was based on the necessity to flee the crowded and insalubrious native city districts. The bubonic plague that first struck the city in 1896 was most virulent in the native districts of the city, long subject to municipal neglect. After 1896, large numbers of Bombay's native citizenry were forced to flee their homes each year during the plague season. Moving to different locations, often along the railway lines, they formed small communities that became the foundation of Bombay's future suburban development.
