The Hand-list compiled by the late Professor Herbert Finberg and myself was completed in September 1971, revised during 1972, and published in August 1973. Its aim was defined in the Introduction as ‘providing, for the first time, a gazetteer of places which in their day were reckoned to be boroughs’.
