1 Here “law” means the reactionary ruling class while “outlaws” means the revolutionary spirit of rebellion of the proletariat and revolutionary people in their struggle against the reactionaries. In striking back against Hatoyama, Li Yu-ho uses this saying to imply that the Japanese bandits may ride roughshod for a time, but it is the revolutionary people who are really strong. The Japanese bandits are doomed. The Chinese people are sure to win.
