1 This assertion requires a slight qualification. The consumption figures so far discussed are net of consumption in the form of education and health care, which is in some ways a form of investment, but might also be considered consumption. The inclusion of these activities in consumption changes the picture slightly, making 1950 consumption per capita 30 per cent above that of 1928.
