North Sea oil and the environment: a national perspective

The following is the text of a speech given by Sir Hector Monro to open the Conference held at the Royal Society of Edinburgh on Tuesday 21 September 1993.
This conference marks a dramatic and lasting achievement at Sullom Voe. I intend in these remarks to make clear the Government's appreciation of it. Yet all of us in this room must be aware, as we approach today's business, that as little as nine months ago Shetland, and Scotland, were in the midst of a major oil spill accident.
