Commission 4 was among the first set of commissions formed within the IAU at its founding in 1919. (Commissions were originally called “Standing Committees.”) During its 96 years of service to the IAU and astronomical community in general, the commission has been fortunate to have been led by many distinguished scientists — see the list of presidents below.

The IAU Commission 4 Working Group on Standardizing Access to Ephemerides recommends the use of the Spacecraft and Planet Kernel (SPK) format to provide a uniform format for the position ephemerides of planets and other natural solar system bodies, and the use of the Planetary Constants Kernel (PCK) for the orientation of these bodies. These formats are used by the SPICE system, developed by the Navigation and Ancillary Information Facility of NASA's Jet Propulsion Laboratory. The working group's final report is currently undergoing final preparations for publication. A long version of this report will be available at the IAU Commission 4: Ephemerides (or its successor) web site. This long version will contain a full description of that portion of the SPK and PCK formats required to duplicate these file types for this application.

In order to mark a distinction with the traditional triennial reports, for this legacy issue we have asked our present and past OC members, as well as a few other outstanding members of the Celestial Mechanics community, to write a short essay on “recent highlights and the future of Celestial Mechanics”. Below we collect the contributions of the people who responded to our invitation. As it is natural, each of them interpreted their task differently. Some produced a dissertation on broad and general aspects, others focused on a specific topic of their interest. Some considered that their role was to provide a detailed review, with a list of key references, others preferred to mention the topics for which progress has been significant but without quoting any references, implicitly considering that this progress was possible thanks to the collective efforts of many scientists, and not just a few. This is great, as we appreciate the diversity of attitudes and opinions.

Commission 8 has regularly published triennial reports in the past and the current OC therefore voted to adopt a traditional format also for this special Legacy issue of the IAU Transactions. The outgoing President is grateful for the support of many Commission members who contributed to this report. Our contribution consists of 3 parts: 1) this introduction, providing a general overview and highlights of recent research in astrometry, 2) a summary of the astrometry business & science meeting at the 2015 IAU General Assembly, and 3) the activity report of our Commisson covering the mid-2012 to mid-2015 period.

The activities and some research progress of IAU Commission 19 (C19) - Rotation of the Earth - in the past triennial term (2012-2015) is reported in this paper, including the scientific session and business meeting of C19, as well as a business meeting of the IAU/IAG Joint Working Group of “Theory of Earth Rotation” (JWG_ThER) during the XXIX IAU General Assembly in Hawaii, USA. Three reports of JWG_ThER progress, IERS and IAG, eleven reports of national projects and individual institutions, a short summary of the history and heritage of C19, and an Overview of the status and outlook of new Commission A2 are also presented.

Time is an essential element of fundamental astronomy. In recent years there have been many time-related issues, in scientific and technological aspects as well as in conventions and definitions. At the Commission 31 (Time) business meeting at the XXIX General Assembly, recent progress and many topics, including Pulsar Time Scales WG and Future UTC WG activities, were reviewed and discussed. In this report, we will review the progress of these topics in the past three years. There are many remarkable topics, such as Time scales, Atomic clock development, Time transfer, Future UTC and future redefinition of the second. Among them, scientific highlights are the progress of pulsar time scales and the optical frequency standards. On the other hand, as the social convention, change in the definition of UTC and the second is important.

IAU Commission 5, Documentation and Astronomical Data, continued its mission of promoting and supporting sound practices of data management, data dissemination, and data preservation over the past three years. The Commission also prepared its proposal for continuation, with some changes in emphasis, after the IAU's commission restructuring program. Below we report on the activities of the various Working Groups and the one Task Force in Commission 5.

IAU Commission 6 “Astronomical Telegrams” had a single business meeting during Honolulu General Assembly of the IAU. It took place on Tuesday, 11 August 2015. The meeting was attended by Hitoshi Yamaoka (President), Daniel Green (Director of the Central Bureau for Astronomical Telegrams, CBAT, via Skype), Steven Chesley (JPL), Paul Chodas (JPL), Alan Gilmore (Canterbury University), Shinjiro Kouzuma (Chukyo University), Paolo Mazzali (Co-Chair of the Supernova Working Group), Elena Pian (Scuola Normale Superiore di Pisa), Marion Schmitz (chair IAU Working Group Designations + NED), David Tholen (University of Hawaii), Jana Ticha (Klet Observatory), Milos Tichy (Klet Observatory), Giovanni Valsecchi (INAF\slash Italy), Gareth Williams (Minor Planet Center). Apologies: Nikolai Samus (General Catalogue of Variable Stars, GCVS).

The main purpose of Commission 14 is to foster interactions between the astronomical community and those conducting research on atoms, molecules, and solid state particles to provide data vital to reducing and analysing astronomical observations and performing theoretical investigations.

This report summarizes laboratory measurements of atomic wavelengths, energy levels, hyperfine and isotope structure, energy level lifetimes, and oscillator strengths. Theoretical calculations of lifetimes and oscillator strengths are also included. The bibliography is limited to species of astrophysical interest. Compilations of atomic data and internet databases are also included. Papers are listed in the bibliography in alphabetical order, with a reference number in the text.

Since our last report (Peach & Dimitrijević 2012), a large number of new publications on the results of research in atomic and molecular collision processes and spectral line broadening have been published. Due to the limited space available, we have only included work of importance for astrophysics. Additional relevant papers, not included in this report, can be found in the databases at the web addresses provided in Section 6. Elastic and inelastic collisions between electrons, atoms, ions, and molecules are included, as well as charge transfer in collisions between heavy particles which can be very important.

The current report covers the period from the second half of 2011 to late 2014. It is divided into three areas covering rotational, vibrational, and electronic spectroscopy. A signifcant amount of experimental and theoretical work has been accomplished over the past three years, leading to the development and expansion of a number of databases whose links are provided below. Two notable publications have appeared recently: An issue of The Journal of Physical Chemistry A in 2013 honoring the many contributions of Takeshi Oka (J. Phys. Chem. A, 117, pp. 9305-10143); and IAU Symposium 297 on Diffuse Interstellar Bands (Cami & Cox 2014). A number of the relevant papers from these volumes are cited in what follows. Related research on collisions, reactions on grain surfaces, and astrochemistry are not included here.

Just a decade ago, only a handful of laboratories were engaged in the preparation and characterization of cosmic dust analogues and in the study of the formation of molecules on their surfaces. Now more than three dozen laboratories (see list below) work on such topics.

Commission 25 (C25) deals with the techniques and issues involved with the measurement of optical and infrared radiation intensities and polarization from astronomical sources. As such, in recent years attention has focused on photometric standard stars, atmospheric extinction, photometric passbands, transformation between systems, nomenclature, and observing and reduction techniques. At the start of the trimester C25 changed its name from Stellar Photometry and Polarization to Astronomical Photometry and Polarization so as to explicitly include in its mandate particular issues arising from the measurement of resolved sources, given the importance of photometric redshifts of distant galaxies for many of the large photometric surveys now underway. We begin by summarizing commission activities over the 2012-2014 period, follow with a report on Polarimetry, continue with Photometry topics that have been of interest to C25 members, and conclude with a Vision for the Future.

IAU Commission 40 for Radio Astronomy (hereafter C40) brought together scientists and engineers who carry out observational and theoretical research in radio astronomy and who develop and operate the ground and space-based radio astronomy facilities and instrumentation. As of June 2015, the Commission had approximately 1,100 members from 49 countries, corresponding to nearly 10 per cent of the total IAU membership.

This will be the last triennial report from Commission 50 under that label, because of the reorganization of the IAU at the end of the triennial period. Fortunately, site protection was recognized as an important ongoing function of the IAU, and the work of the Commission is continuing as Commission C.B7. The Commission has its primary association with Division B because of the technical aspects of its work and association with ground-based facilities, while it has the support of Division C as an Inter-Division Commission because of the strong need for educating the public on the issues.

International Astronomical Union was formed after the First World War although it became truly international only after the Second World War. Its Commission 41 on History of Astronomy (C41) was set up in 1948 and in a few years established itself as an active and influential unit. It has the distinction of being a joint Commission, the other partner being International Union of History and Philosophy of Science and Technology (IUHPS). Since IAU is an internationally respected body of professional astronomers, its support for history of astronomy enhances the credibility of the discipline in the eyes of scientists as well as science establishments of individual countries. C41 is committed to advancing objective and rigorous world history of astronomy taking into account all its aspects.

C46 was a Commission of the Executive Committee of the IAU under Division XII (Union-Wide Activities), then after 2012 under Division C (Education, Outreach, and Heritage). It was the only commission dealing exclusively with astronomy education; a previous Commission 38 (Exchange of Astronomers), which allocated travel grants to astronomers who needed them, and a Working Group on the Worldwide Development of Astronomy, have been absorbed by Commission 46.

The IAU Division C Commission 55, Communicating Astronomy with the Public, played an active role in Union affairs within Division C, Education, Outreach and Heritage. The International Astronomical Union (IAU) vested considerable responsibility for its public outreach efforts in Commission 55 (C55), Communicating Astronomy with the Public. This article briefly recounts the origin and history of C55 over the past decade, and describes the work of C55 until it became Division C Commission C.C2 in 2015. As stated on our website, http://www.communicatingastronomy.org, C55 was founded on the principle that “it is the responsibility of every practising astronomer to play some role in explaining the interest and value of science to our real employers, the taxpayers of the world.” While this was true a decade ago, when the Working Group that eventually became C55 first took shape, it is even more true today, when funding for the astronomical sciences (and science more generally) is under threat on nearly every continent.

Division XI, the predecessor to Division D until 2012, was formed in 1994 at the IAU General Assembly in The Hague by merging Commission 44 Astronomy from Space and Commission 48 High Energy Astrophysics. Historically, space astrophysics started with the high energy wavelengths (far UV, X-ray, and gamma-ray astronomy) which are only accessible from space. However, in modern astronomy, to study high energy astrophysical processes, almost all wavelengths are used (including gamma-ray, X-ray, UV, optical, infrared, submillimeter and radio). In addition other ground-based facilities, including gravitational wave antennas, neutrino detectors and high-energy cosmic ray arrays are joining in this era of multi-messenger astrophysics, as well as space missions with the primary goals to discover and study exoplanets, are under the umbrella of Division XI.
