In this paper I want to examine a view of the Darwinian theory of evolution which was put forward fairly recently by A. R. Manser. His approach is of interest not only in itself, but also because it may be expanded to raise some fundamental questions about the nature of the science of biology in general. I shall not consider these further implications here, but shall concentrate on an examination of his thesis in the context in which it is raised. My paper falls into two sections. In the first I shall state Manser's thesis and some of the arguments with which he supports it, and shall try to show how a series of objections raised by A. G. N. Flew and K. Connolly may be answered. In the second I shall offer on my own account a positive argument to provide a possible basis for his point of view, with the aim of indicating why the theory should be of the kind he suggests, and what form the study of evolution must take.

Popper Proposed the criterion of falsifiability as a solution to the problem of demarcation i.e. of distinguishing science from pseudo-science and not, as many of his contemporaries in the Vienna Circle mistook it to be, a solution to the quite different problem with which they themselves were preoccupied, viz. of providing a criterion of meaning to distinguish the meaningful from the meaningless. While the positivists were concerned to damn metaphysics and exalt science, by identifying the empirically verifiable with the meaningful, Popper was concerned to separate science from scientism, to damn astrology and to extol astronomy. In other words his preoccupation belongs not to the philosophy of language but to the philosophy of science.

It may be as well to begin from the locus classicus, Engels to Mehring, July 14th, 1893: “Ideology is a process accomplished by the so-called thinker consciously, it is true, but with a false consciousness. The real motive forces impelling him remain unknown to him; otherwise it simply would not be an ideological process”.

In ‘A Plea For Excuses’ Austin observes that there are many situations in which a person accused of doing an action A wishes to protest that it is not altogether accurate or fair to say that he did A. The person may wish to excuse himself from an accusation of doing A on the grounds that what happened was inadvertent, or the result of an accident, or done by mistake etc. etc. Moreover if he really has an excuse, then it will no longer be possible simply to say that he did A, because it will be seen that either it is not true that he did anything at all, or that whatever he did it was not A but something else, or that he did A in such a manner that simply to say that he did it would be misleading in the extreme.

In his paper ‘Pretending’ J. L. Austin says that (a) philosophers have exaggerated the scope and distorted the meaning of pretending, and (b) the clarification of this notion has a place in the ‘long-term project of classifying and clarifying all possible ways and varieties of not exactly doing things, which has to be carried through if we are ever to understand properly what doing things is.’
