Wherever possible, sub-headings by topic have been introduced. Agreements concluded between the ECSC, EEC and Benelux Member States, and those concluded by the ECSC, EEC and Benelux with third countries are indexed under ECSC, EEC, Benelux and the name of the third country where appropriate.

Bilateral agreements of all kinds are indexed under the names of the contracting parties; the Peace Treaties of the period 1947–55 have been treated as bilateral treaties between the Allied and Associated Powers of the one part, and the particular Axis power of the other part.
