This contention is confirmed by the Agreement to Promote Compliance with International Conservation and Management Measures by Fishing Vessels on the High Seas of 24 November 1993, which first of all aims to reinforce flag State enforcement. The Agreement attributes a very limited role to port States and provides for the exchange of information through the Food and Agriculture Organization of the United Nations (see also Law of the Sea; Report of the Secretary General, UN Doc. A/49/631, paras. 136-142).
