Reforming the Union Politically

To great numbers of erstwhile Soviet citizens the Union is beyond salvation. No amount of patching can reform the Union politically. Proof of impending disunion is everywhere: the plebiscite of March 17, 1991, was boycotted by six republics formally, and millions refused to vote individually, even when members of local authorities agreed formally with the federal Parliament to participate as a group in the plebiscite.
