The meaning of ‘reasonably suspects’ was considered by the ECtHR in O'Hara v United Kingdom App no 37555/97, 2001-X in which it was held that ‘facts which raise a suspicion need not be of the same level as those necessary to justify a conviction, or even the bringing of a charge.’ The ruling of the court in O'Hara must surely stretch the definitional bounds of the words ‘reasonable’ and ‘suspicion’ almost to breaking point.
