In its broadest sense, the concept of role includes all the institutional (structural), behavioral, and functional interrelationships involved in the activities of political actors holding membership in an institutionalized group (Wahlke, 1962: 7-28). The role concept emphasizes and rests upon the relationship of one actor to other actors; taken together, these relationships comprise a set of norms which govern the behavior of the holder of a particular political position or office.
