Johnson’s enormous ambition, invested in the bold commitment to create a Great Society, could hardly be indifferent to world affairs. “History has a peculiar ability to forget what a president does at home and judges him on the size of his impact on the world beyond his shores,” Bill Moyers wrote in a memo to Johnson in June 1965.
