I feel that an apology is almost needed for introducing the subject that I bring before you to-day—that of the best means of providing for the care and maintenance of the large and constantly increasing number of pauper lunatics of the demented and imbecile class, which gradually accumulates and fills up the available space in our County Asylums; often to the exclusion of recent cases requiring immediate medical care and attention.
