In a period of welfare state retrenchment, Australia's neo-liberal government is continuing to implement an expensive National Disability Insurance Scheme (NDIS). Australia is among the pioneers of welfare measures funded from general revenue. Until recently, however, attempts to establish national schemes of social insurance have failed. The paper reviews this history through the lenses of path dependence accounts. It then presents contrasting descriptions of the NDIS by its Chair, the politician who inspired him, and two feminist policy analysts from a carers’ organisation. Path dependence, these accounts illustrate, has been broken in some respects but consolidated in others. In particular, the dynamics of ‘managed’ capitalist markets, gendered notions of abstract individuals and organisations, and the related difficulties in accounting for unpaid labour are constraining the transformative potential of the NDIS.

This paper investigates policy responses to the Great Recession in Sweden, the United Kingdom and Germany. Faced with the global financial crisis in 2007, responses in the respective countries differed considerably and followed the “old” paths of their institutional legacies. We focus on labour market and social welfare policies and demonstrate how these differing responses were shaped by path-dependent ideational paradigms. Since these paradigms are first and foremost carried by policy communities, the analysis does not, in contrast to prior studies, only rely on policy documents but outlines the process as seen from the perspective of key public officials and experts in the respective fields. The paper shows how the crisis was perceived and which kinds of arguments were used for explaining the liberal (UK), conservative (Germany) and social–democratic (Sweden) responses to crisis.

This study examines the relationship between the welfare state models and social political attitudes. The data are based on the sixth round of the European Social Survey. The study revealed a mechanism of how the relationship between concrete and abstract attitudes differs between the welfare states. In the Anglo-Saxon and Nordic welfare states the relationship is a positive one, which indicates that the welfare state has a broad support among citizens. In the Continental, Eastern and Southern welfare states the relationship is a negative one. This means that the less satisfied citizens are with governmental measures, the more positive their attitudes are regarding protecting citizens against poverty. Also the study showed that the welfare state model directly influences citizens’ concrete attitudes and indirectly influences abstract poverty attitudes. In this sense, the welfare state model is seen more as an attitudinal perception than an actual social policy.

Many EU countries have been carrying out substantial state pension reforms since the mid-1990s. This article studies whether the reforms that were carried out in ten EU countries before and after the 2008 financial crisis are different. This is done through an analysis of the different elements of these reforms and also by comparing pension entitlements after each set of reforms. The main conclusion is that the pre-crisis reforms were much stronger and had a more negative impact on women than the post-crisis reforms. It is harder to determine whether this represents a temporary break in the reform process or a permanent change in the orientation of pension reforms in these ten countries.

This article uses information reported by over 54,000 children aged 8–12 years old about their daily activities in a diverse sample of 16 countries across four continents. It explores between-country similarities and differences in patterns of activities across this age range. The analysis focuses on four topics identified in previous research – involvement with housework, the emphasis on educational activities, the balance between active and sedentary leisure activities, and the balance between time spent with family and friends. The results suggest diverging age variations in children's activities across countries between the ages of 8 and 12 including tentative evidence of differences between low-income and high-income countries. They also highlight the need to understand children's daily activities within the specific context of individual countries.

This article analyses an overlooked element of public service marketisation, examining overseas export activity within healthcare and criminal justice. It explores the drivers, strategies, opportunities and risks of such activities, and the differences across policy sector. Focussing on contrasting experiences is an opportunity to understand the complex and differentiated operational and structural environments within which this form of “public entrepreneurialism” is expressed. There is a gap in our understanding of such developments and their promotion within the context of austerity. The paper discusses the implications of the entrepreneurial state for public sector reputation.

This review article provides an overview of the scholarship on the establishment and reform of East Asian welfare capitalism. The developmental welfare state theory and the related productivist welfare regime approach have dominated the study of welfare states in the region. This essay, however, shows that a growing body of research challenges the dominant literature. We identify two key driving factors of welfare reform in East Asia, namely democratization and post-industrialization; and discuss how these two drivers have undermined the political and functional underpinnings of the post-war equilibrium of the East Asian welfare/production regime. Its unfolding transformation and the new politics of social policy in the region challenge the notion of “East Asian exceptionalism”, and we suggest that recent welfare reforms call for a better integration of the region into the literature of advanced political economies to allow for cross-fertilization between Eastern and Western literatures.

Religion is a major aspect of human life that directly intersects with a number of social policy issues. Although much has been written about the religion-social policy nexus, the literature remains overly fragmented. Focusing primarily on Western Europe and North America, this review essay seeks to create a fruitful dialogue among the three main streams of research in the area, which respectively that focus on political parties, faith-based organisations, and individual behaviour. This essay has the goal of formulating a new, integrated agenda for future research on the religion and social policy nexus that also extends beyond Western societies.

This article examines the development of a ‘dualised’ welfare regime – generous earnings-related unemployment compensation for ‘insiders’ and residual needs-based social assistance provision for ‘outsiders’ – in China and Brazil, which experienced impressive economic development in recent decades. It argues that such a welfare outcome can partly be accounted for by the ongoing influence of ‘insiders’, which was conditional upon the pace and nature of economic liberalisation reforms and their representation in institutional channels of social policy-making. It also demonstrates that the new social/unemployment assistance schemes for ‘outsiders’ emerged due to both governments’ fear of losing their power in politics; yet, these schemes were designed in a residual way since ‘outsiders’ did not possess the same political resources as ‘insiders’ did. The paper, moreover, draws from the Russian experience (a negative case) to demonstrate that such a dualised welfare outcome did not take place because the ‘insiders’ were weak, owing to a radical and orthodox liberalisation and they did not have access to institutional venues to influence social policy-making process.

This article compares work-family reconciliation policy since 2008 in two contrasting case-study countries, namely France and the UK, and investigates how post-2008 economic circumstances and austerity measures have interacted with other policy drivers to influence the extent and shape of change in this policy area in these countries. The article demonstrates that work-family reconciliation policy in both countries has been resilient in the face of economic and budgetary problems and progress has been made albeit from different starting points and in path-dependent ways to “degender” parental leave and to improve the affordability of and access to childcare particularly for those on lower incomes. However, it also reveals that in both countries, despite partisan consensus on the need to further develop policy, a combination of economic constraints and the opposition to reform of key social and political actors has put a brake on change.

This paper presents the findings of a literature review on public private partnerships (PPPs) in two sectors – education and health – in Africa, Asia and Latin America. It highlights the heterogeneity of the category within and across sectors and shows that the key predictions of the PPP doctrine – cost-efficiency for improved social service delivery to the poor – are hardly fulfilled in practice. Moreover, PPPs – both as policy model and practical arrangements – are underpinned by a narrow conception of education and health, which denies their broader embeddedness within the economy and society. The paper identifies theoretical and methodological limitations of the existing scholarship. It underlines the scarcity of data on the corporate sector and, more broadly, about the economics of education and health PPPs. It also stresses the little attention paid to the beneficiaries. The paper finally calls for further research to open up the ‘black box’ of PPPs.

This paper examines the relevance of two interpretations of defamilisation (“freedom of the family” and “freedom of women from the family”) to the search for effective measures for strengthening women's participation in the paid labour market. Based on these two interpretations, two types of defamilisation measures (care-focused and women's economic) are identified. Two defamilisation indices are developed respectively covering twelve countries. The importance of the two types of defamilisation measures in assisting women to access employment are discussed from two angles. The input angle refers to the extent to which countries are committed to the provision of these defamilisation measures. The output angle is about the relationship between these defamilisation measures and the degree of women's participation in the paid labour market. Through conducting these analytical tasks, this paper also contributes to the examination of the relationship between types of welfare regimes and the provision of defamilisation measures.

The past few decades have seen the growing popularity of public-private partnerships (PPPs) across the health sector – a catch all term used to encompass diverse activities involving both public and private sector entities in areas of global and domestic health. In the article we consider the factors that have led to this proliferation of PPPs in the healthcare delivery field and consider the link to the process of ‘scientization’ of healthcare. With a focus on sexual and reproductive health the article also considers two commonly used mechanisms employed in SRH service delivery that have been used in PPPs – social franchise and health voucher schemes. We then reprise key points from the existing critical literature on gendered health systems and go on to consider their application to such service provision-oriented PPPs, using an exploratory analysis of a case study of the use of maternal health vouchers in India.

The article reviews the literature on Public Private Partnerships (PPPs) and policy on girls’ schooling in developing countries. It considers the ways in which aims around gender equality and women's rights are positioned in policy texts concerned with girls’ education PPPs. The argument made is that these documents exemplify an oscillation, using a multipolar register, between pragmatic initiatives that recognise existing sites of power, and attempts to develop a political project that dissolves differences between public and private constituencies, who share an interest in getting girls into school. The potential and limits of this approach to support integrated policy around rights and equalities is considered using the case of DFID's Girls’ Education Challenge. An analytical framework is sketched that maps a political and epistemological process termed dispersal, which is used to consider some ways to investigate the effects of PPPs as a mechanism to address intersecting inequalities.
