Thailand and Japan both faced the threat of colonialism in the latter half of the nineteenth century. While geopolitical vulnerabilities provided Japan with a critical impetus for defensive modernization, they compelled the Siamese state to pursue a strategy of defensive underdevelopment. To understand this paradox, the article explores how variations in the “unequal treaties” imposed on Japan and Siam by Western powers shaped state interests in a policy area of vital importance to the two countries' predominantly agricultural economies: the rural land rights regime.

Americans' feelings about foreign countries are embedded in foreign policy belief systems and affect policy preferences. The analysis of nine surveys of the US general public conducted between 1978 and 2006 indicates that on average Americans have had rather lukewarm or slightly cool, nearly neutral, feelings toward China, India, South Korea, Taiwan, and Indonesia; warm feelings toward Japan and Australia; and cold feelings toward North Korea and (at least since 2001) toward Pakistan and Afghanistan.

Individuals' feelings are affected by certain personal and social characteristics. High levels of formal education tend to make people feel considerably warmer toward most of these countries—especially Pakistan, Afghanistan, and India. Education increases information: those who know more about the world generally express warmer feelings. But most important are internationalist attitudes, especially putting a relatively low priority on US domestic threats and concerns, embracing capitalism and world markets, and espousing world antipoverty goals. National security considerations play only a limited part. Policy implications are discussed.

This article examines local fiscal behavior in contemporary China against the backdrop of decentralized spending responsibilities and recentralized revenues. Vertical imbalance after the 1994 tax-sharing system reform, coupled with other features of the fiscal institutions, is not conducive to conservative local fiscal behavior. Moreover, a main driving force behind the expansion of local governments is the politically motivated intergovernmental transfer scheme. The center in effect “buys” political stability in sensitive areas while holding local leaders accountable for their tax efforts. A dynamic panel analysis of Chinese counties reveals that a million-yuan increase in general transfer payment and salary raise subsidies would add, respectively, fifteen and sixteen employees to the county government payroll, other things being equal. At the same time, increased subsidies from upper-level governments do not “crowd out” or significantly affect local tax effort. Additional dynamic panel data analysis at the provincial level produced similar findings.

This article revisits the electoral emphasis of hybrid regime studies, arguing instead that the impact of elections is structured by variations in prior political institutions, particularly the dismantlement or maintenance of a ruling party. Duration tests on 136 regimes indicate that ruling parties reduce the chance of regime collapse, while “electoral autocracy” has no significant effect. A paired comparison of Malaysia and the Philippines then shows how variations in party institutions propelled divergent courses of authoritarian dominance and democratization. During the late 1980s and 1990s, Malaysia's ruling party (UMNO) bound together otherwise fractious leaders, twice deflecting potent electoral challenges. By contrast, when Ferdinand Marcos abandoned the Nacionalista Party after 1972, he fueled the movement that would subsequently oust him. The efficacy of opposition parties Semangat '46 and United Nationalist Democratic Opposition (UNIDO) was thus heavily imbricated with the institutions of the regimes they challenged and less contingent on short-term electoral politics.

This article examines the organizational origins of political vulnerability among Chinese military veterans between 1949 and 2006. Recently declassified sources from urban and rural archives show that many veterans, even as they were officially considered core members of the ruling elite and hailed as the “flesh and blood of the revolution,” nevertheless experienced frequent humiliation and discrimination; few citizens sympathized with their plight. The argument here is that much of this mistreatment can be traced to the failure of the state to provide veterans with the opportunity to organize in the context of either fraternal organizations or quasi-autonomous federations. In this respect, their predicament is notably different from their counterparts in democratic, fascist, or corporatist systems, or in other Leninist regimes. Why have veterans in Taiwan, Vietnam, and the former Soviet Union been allowed to form veterans organizations but veterans in the PRC—to their misfortune—have not? This article explains this anomaly.
