Se la natura delle politiche pubbliche determina in misura crescente la sostanza degli interessi, la quale determina in misura crescente la forma delle constituencies, la quale determina in misura crescente il futuro della rappresentanza, e la Comunità europea determina in misura crescente la natura delle politiche pubbliche in Europa, allora il futuro della Comunità europea determinerà in misura crescente il futuro della rappresentanza in Europa.
