The Civil Survey, 1654-6
Published online by Cambridge University Press: 28 July 2016
Extract
With the issue of the Wexford volume the Irish Manuscripts Commission has completed its publication of the portion of the Civil Survey which has survived in the Quit Rent Office copies. We have been promised a supplementary volume, which is to contain a copy of the survey of the barony of Louth, discovered among the Ormonde manuscripts, and the barony boundary descriptions preserved in the Annesley Books of Survey and Distribution. To these might perhaps be added some extracts from the Civil Survey of Carlow and Kilkenny, which are in the Ormonde manuscripts.

2 C.S., ix, introd. p. xxxi; the Annesley books are further referred to on p. 256, below.
3 Copies taken from the Civil Survey in the Surveyor-General's Office and certified by Thomas Elliott, deputy surveyor-general in 1666. Other extracts from the same volume (N.L.I., MS 2560), relating to Kilkenny city and liberties, have been published (C.&, vi. 499-553).
4 Ir. rec. comm. rep,, 1816-20, pp. 14-16. The complete Civil Survey was for twenty-seven counties, see p. 255 below.
5 It is uncertain to which of the two sets the Headfort books belonged; the matter is referred to at pp. 256-7 below.
6 For the history of the Headfort books see C.S., i, introd., pp. xviii, xix.
7 The Strafford Survey was made c. 1636 in connection with the proposed plantation in Connacht. There was no Civil Survey of Farney barony, co. Monaghan, for which the Gross Survey—a rapid preliminary survey made immediately before the Civil Survey—was used.
8 Specimens of the commission and instructions are given in the introduction to each volume of the C.S.
9 For the Down Survey see S. 0 Domhnaill, ‘ Maps of the Down Survey’ (I.H.S., iii. 381-92).
10 The Books of Survey and Distribution were compiled after the winding up of the restoration court of claims. They show the holdings of land both in 1640 and under the restoration settlement; several sets were compiled. The Quit Rent Office set, which covers all the forfeited— and much of the unforfeited—land in thirty-two counties and also contains particulars of the Williamite settlement, is in process of publication by the Irish Manuscripts Commission. Dr Simington's introduction to the Roscommon volume (1949) contains an account of the different sets.
11 For the Annesley set, which is in Castlewellan, county Down, but has been microfilmed for N.L.I., see Anal. Hib., xvi. 341-73.
12 The Ormonde extracts, referred to on p. 253 above, are examples. Sir Stephen Rice referred to the Civil Survey in a case before the trustees for the Williamite forfeitures (Annesley MSS, iii. 54).
