[In general, the treaty follows the pattern of a model extradition treaty. Specifically, the new treaty establishes between the two countries a number of new extraditable offenses not heretofore covered, in eluding aircraft hijacking and conspiracy to commit listed offenses. The treaty contains a provision never before included in U.S. extradition treaties whereby the traditional political-exclusion clause is not available in certain instances.
