[In the “Message to the Senate on Conditions to the Flank Document of the Conventional Armed Forces in Europe Treaty” of May 14, 1997, President Clinton commented on the Senate Resolution and expressed concern that certain conditions attached to the Resolution, including Conditions 2, 3, 4, 6, 7, 9 and 11, attempted to grant executive branch powers to the legislative branch, (Weekly Compilation of Presidential Documents, Vol. 33, No. 20 (May 15, 1997), p. 712). In the “Message to the Congress on Conditions to the Flank Document of the Conventional Armed Forces in Europe Treaty” of May 14, 1997, President Clinton certified various points related to sevefal conditions contained in Sec. 2 of the Senate Resolution (Weekly Compilation of Presidential Documents, Vol. 33, No. 20 (May 15, 1997), pp. 712-13).
