Resolution 2714 (December 1, 2023)

The Situation in Somalia –

The Security Council, acting under Chapter VII of the UN Charter, called upon the Government of the Federal Republic of Somalia to implement the National Weapons and Ammunition Management Strategy, establish an ammunition accounting system with sufficient armories and ammunition storage areas, “promote further professionalism” by training Somali security and police institutions, strengthen accountability, and take steps to ensure that any imported weapons, ammunition, and military equipment are used for their intended purpose and not resold or transferred to individuals or entities not in service of the Government.

Resolution 2715 (December 1, 2023)

Reports of the Secretary-General on the Sudan and South Sudan (UNITAMS) –

The Security Council terminated the mandate of the UN Integrated Transition Assistance Mission (UNITAMS) and requested that it start on December 4, 2023, to cease its operation and transfer tasks to appropriate UN agencies, funds, and programs by February 29, 2024. The Council also authorized the retention of necessary security personnel during the transition and liquidation of UNITAMS. The Council welcomed Ramtane Lamamra, the Secretary General's Personal Envoy on Sudan, and his efforts to achieve peace in the region.

Resolution 2716 (December 14, 2023)

Threats to international peace and security caused by terrorist acts (1988 Committee) –

Acting under Chapter VII of the UN Charter, the Security Council decided that all states shall continue to take measures required by prior resolutions regarding the 1988 Sanctions List and the Taliban. It decided that the 1267/1988 Analytical Support and Sanctions Monitoring Team will continue its operations for a further year from the expiration of its current mandate in December 2023. The Council directed the Monitoring Team to collect information on non-compliance with resolution 2255 (2015) and brief the Committee, as well as provide the Committee with recommendations.

Resolution 2717 (December 19, 2023)

The situation concerning the Democratic Republic of the Congo (MONUSCO) –

Determining that the situation in the Democratic Republic of the Congo still constitutes a threat to international peace and security in the region and acting under Chapter VII of the UN Charter, the Security Council reiterated the importance of delivering on commitments made regarding national unity, strong rule of law, and respect for human rights. It also reaffirmed the important role of President Tshisekedi and his government in working with states in the region to build good relations and advance peace, security, and regional integration. The Council urged the government to hold accountable those responsible for violations of international humanitarian law and human rights abuses. It condemned all armed groups operating in the DRC and demanded that they immediately cease all forms of violence. The Council decided that the UN Organisation Stabilisation Mission in the DRC (MONUSCO) will withdraw from South Kivu by the end of April 2024 and extended its mandate in other regions until December 20, 2024. The Council also provided a list of tasks for MONUSCO by order of priority.

Resolution 2718 (December 21, 2023)

The situation in the Middle East (UNDOF) –

Expressing alarm and concern at the violence in the Syrian Arab Republic and at violations of the Disengagement of Forces Agreement, the Security Council stressed the obligation of all parties to “scrupulously and fully respect” the Agreement. It underscored the importance of the UN Disengagement Observer Force (UNDOF) and its need to remain an impartial entity. The Council called upon all parties to cooperate with UNDOF and to respect its privileges and immunities, and it renewed the mandate of UNDOF to June 30, 2024.

Resolution 2719 (December 21, 2023)

Cooperation between the United Nations and regional and subregional organizations in maintaining international peace and security –

The Security Council reaffirmed its commitment to taking effective steps to further enhance the relationship between the UN and the African Union. It agreed to consider requests from the African Union Peace and Security Council for authorization for African Union-led peace support operations under Chapters VII and VIII of the Charter. The Security Council outlined a plan for decision-making and authorizations, as well as financial arrangements and procedures. The Council also stressed the operational necessity for African Union-led Peace Support Operations accessing UN assessed contributions to be planned and conducted in compliance with several key frameworks, including the African Union Compliance Framework on International Humanitarian Law.

Resolution 2720 (December 22, 2023)

The situation in the Middle East, including the Palestinian question –

In recognition of the situation in the Gaza Strip, the Security Council reiterated its demand that all parties to the conflict comply with international law, including the obligation to provide humanitarian assistance. It requested the Secretary-General to appoint a Senior Humanitarian and Reconstruction Coordinator with responsibility for facilitating, coordinating, monitoring, and verifying in Gaza the humanitarian nature of relief consignments provided by states that are not party to the conflict. The Council added that the Coordinator should have all necessary personnel and equipment in Gaza to perform his or her functions.

Resolution 2721 (December 29, 2023)

The situation in Afghanistan –

The Security Council emphasized the “critical importance” of a continued presence of the UN Assistance Mission in Afghanistan (UNAMA) and requested that the Secretary-General (in consultation with local stakeholders in Afghanistan) appoint a Special Envoy for Afghanistan.
