[U.N. Security Council Resolution 425 (1978) was adopted on March 19, 1978, by a vote of 12 in favor to none against, with Czechoslovakia and the Union of Soviet Socialist Republics abstaining, and China not particpating in the vote.
[Major General Emmanuel Alexander Erskine of Ghana, Chief of Staff of the U.N. Truce Supervision Organization in the Middle East, was named interim Commander of the Force in Lebanon. The Secretary-General estimated the costs for the initial period of six months to be $68 million. Under a General Assembly resolution, a .Special Session is required when expenses for peace-keeping decisions taken by the Security Council exceed $10 million. The Special Session to deal with the financing of the U.N. Interim Force in Lebanon will be convened on April 20, 1978. This will be the Eighth Special Session of the General Assembly.]
