The Convention and the Co-operation in Combatting Pollution Protocol were signed by Cyprus, Egypt, France, Greece,Israel, Italy, Lebanon, Malta, Monaco, Morocco, Spain, and Turkey. The Dumping Protocol was signed by all the above, with the exception of Greece.]
