[Reproduced from U.N. Document ECE/HLM.1/R.1 of October 22, 1979. The Convention was adopted by acclamation by the High-Level Meeting within the Framework of the Economic Commission for Europe on the Protection of the Environment. Also adopted were a resolution on long-range transboundary airpollution, at I.L.M. page 1450, and a declaration on low and nonwaste technology and reutilization and recycling of wastes, at I.L.M. page 1451.

[As of November 14, 1979, thirty-one of the thirty-four ECE Members had signed the Convention, with the exception of Albania, Cyprus, and Malta. The Convention had also been signed on behalf of the Holy See, Liechtenstein, San Marino, and the European Economic Community.]
