The Report of the Intergovernmental Working Group on a Code of Conduct on it s first and second sessions , January 10-15,1977, and April 18-May 4, 1977, appears at 16 I.L.M. 709 (1977) . The Intergovernmental Working Group has subsequently held seventeen sensor the seventeenth taking place May 10-21 , 1982. The draft document reproduced is the result of the seventeen sessions .]
