* [General Assembly Resolution 48/263 was adopted on July 28, 1994, by a vote of 121 in favor to none against, with 7 abstentions (Colombia, Nicaragua, Panama, Peru, Russian Federation, Thailand, and Venezuela). The resolution, introduced Mr. Nandan, the representative from Fiji, was drafted in connection with agenda item 36 on the Law of the Sea. Mr. Nandan stated that the agreement marks “the achievement of broad agreement on that part of the [Law of the Sea] Convention which deals with the regime for the mining of minerals from the deepsea bed, that is part XI of the Convention, over which differences had persisted… Those differences have until now inhibited a number of States from becoming parties to the Convention… Upon the adoption of the draft resolution… the international community will be able justifiably to claim that it has at last achieved a consensus or broad agreement on all parts of the Convention and therefore on all aspects of the law of the sea.”
[As of September, 51 countries had become signatories to the Agreement. On July 29, 1994, signatories were Algeria, Argentina, Australia, Austria, Bahamas, Belgium, Brazil, Canada, Cape Verde, China, Denmark, Fiji, Finland, France, Germany, Greece, Iceland, India, Indonesia, Ireland, Italy, Jamaica, Japan, Kenya, Luxembourg, Malta, Namibia, Netherlands, New Zealand, Paraguay, Poland, Portugal, Seychelles, Spain, Sri Lanka, Sudan, Sweden, United Kingdom, United States, Uruguay, Vanuatu, European Community; on August 2, 1994, Malaysia, Mauritania; on August 3, 1994, Togo; on August 9, 1994, Senegal, Uganda; on August 10, 1994, Federated States of Micronesia, Pakistan; on August 17, 1994, Mongolia; and on August 26, 1994, Guinea. On August 19, 1994, the former Yugoslav Republic of Macedonia indicated its participation.]
