General Assembly a dopted Resolution 31/9 on the conclusion of a world treaty on the non – use of force in international relations , by a vote of 88 in favor to 2 against (Albania and China ) , with 31 abstentions ( Australia , Austria , Bangladesh , Belgium, Benin , Canada, Chad, Chile , Denmark, Fiji , France , Federal Republic of Germany, Iceland , Ireland , Israel , Italy , Japan , Malawi, Malta , Mauritania , Netherlands , New Zealand , Norway, Pakistan , Paraguay , Portugal, Sweden, Turkey, United Kingdom, Cameroon, United States ) . Later , Luxemb our g advised the Secretariat that it had intended to abstain . The Congo, CostaRica , and Qatarstated they had intended to vote in favor.
[The operative paragraphs of General Assembly Resolution 31 /9 invite “Member Statesto examine further the above – me ntioned draft World Treaty on the Non–Use of Force in International Relations as well as other proposals and statements made during the consideration of the item” and “ to communicate tothe Secretary – General the ir views and suggestions on this subject not l atert han1 June 1977”. This item will be on the agenda of the Thirty – second Session of the General Assembly.]
