[U.N. Security Council Resolution 381 (1975) was adopted on November 30, 1975, by a vote of 13 in favor, with 2 not participating (China, Iraq). [General debate on the Middle East question took place in the Security Council from January 12 to January 22, 1976. All 15 members of the Council took part, together with the representatives of 24 other countries, as well as the representative of the Palestine Liberation Organization. Israel did not take part in the debate. The United
States vetoed a resolution which would have affirmed the Palestinian right of self-determination including the right to establish an independent state in Palestine. The resolution would have also affirmed that Israel should withdraw from a l l Arab territories occupied since June 1967, and that there should be arrangements guaranteeing the right of a l l States in the area to peaceful existence within secure and recognized boundaries. The vote was 9 in favor to 1 against, with 3 abstentions(Italy, Sweden, United Kingdom). China and Libya did not participate in the vote.]
