Part A was adopted by a vote of 107 in favor to 10 against (Bulgaria, Byelorussian SSR, Czechoslovakia, German Democratic Republic, Hungary, Mongolia, Poland, Ukrainian SSR, USSR, United States, with 11 abstentions (Belgium, France, Federal Republic of Germany, Greece, Israel, Italy, Laos, Luxembourg, Malawi, Turkey, United Kingdom).
